Li Jiachao: 23 pieces of legislation ensure a safe and stable business and investment environment in Hong Kong

The Chief Executive of the Hong Kong Special Administrative Region, Li Ka chao, met with the media before attending the Executive Council on the 6th and stated that the legislation of Article 23 of the Basic Law of Hong Kong is aimed at ensuring the safety and stability of Hong Kong's business and investment environment, and continuing to make Hong Kong an attractive and competitive international city. Li Jiachao said that in the past week, the Secretary for Justice and the Secretary for Security of the Special Administrative Region Government have explained to different organizations. Multiple organizations from different sectors support the SAR government in legislating Article 23 of the Basic Law of Hong Kong as soon as possible. They stated that a rigorous and reasonable legal foundation is the key to stabilizing Hong Kong's society and business environment, and protecting the rights and interests of enterprises. Li Jiachao once again emphasized three principles of legislative work: first, the highest principle of the "One Country, Two Systems" policy is to safeguard national sovereignty, security, and development interests; Secondly, respect and protect human rights, and protect in accordance with the relevant provisions of the Basic Law of Hong Kong, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights applicable to the Hong Kong Special Administrative Region, including the freedom of speech, press, publication, association, assembly, procession, and demonstration; Thirdly, for acts and activities that endanger national security, we should adhere to the principle of the rule of law and actively prevent and punish them in accordance with the law. On the afternoon of the 6th, Li Jiachao presided over a briefing to explain the content of the consultation documents to representatives of foreign consulates in Hong Kong, foreign chambers of commerce, and major local chambers of commerce. The Secretary for Justice and the Director of the Security Bureau of the Special Administrative Region Government attended. About 100 ambassadors, consuls general, leaders of foreign chambers of commerce, and representatives of the Hong Kong Chamber of Commerce attended the briefing. (Lai Xin She)
