Recently, the provincial two sessions have been held intensively, and various regions have released their 2023 "transcripts" and finalized the "task book" for 2024, releasing positive signals of stabilizing economic growth and accelerating high-quality development. According to a summary by reporters, as of January 29th, most provinces that have announced their 2024 growth targets have expected growth rates between 5% and 6%. Specifically, Guangdong's expected growth rate is 5%, higher than its growth rate of 4.8% in 2023. Beijing, Shanghai, Shanxi, Jiangxi, Yunnan, and Qinghai account for about 5%, Jiangsu, Shandong, and Guangxi account for over 5%, Henan accounts for 5.5%, Hebei, Liaoning, Heilongjiang, Zhejiang, Fujian, Guizhou, and Shaanxi account for about 5.5%, and Jilin, Anhui, Hunan, Chongqing, Sichuan, Gansu, and Ningxia account for about 6%. As the leading provinces in economic growth in 2023, both Hainan and Xizang set the growth target of about 8% in 2024. Tianjin's economic growth target is around 4.5%, which is lower than other provinces but still higher than its economic growth level of 4.3% in 2023. Zhang Xin, Deputy Director of the Beijing Municipal Development and Reform Commission, believes that setting a growth target of around 5% in Beijing is necessary to stabilize expectations and boost confidence, to achieve important livelihood goals such as employment and resident income, and to be the first to basically achieve socialist modernization and to connect with the goals of the 14th Five Year Plan. It is in line with the economic operation situation and has the possibility of realization. However, a growth rate of around 5% still poses significant challenges and requires arduous efforts. In 2024, the expected growth target for Chongqing's regional gross domestic product is around 6%. For example, Shanghai has proposed that by 2024, the proportion of R&D expenditure in the whole society equivalent to the city's GDP will reach about 4.5%. The energy consumption per unit of GDP and the carbon dioxide emissions per unit of GDP will further decrease, and the emission reduction of key pollutants will meet the national targets. Zhejiang Province has proposed that the added value of core industries in the digital economy will increase by about 9% in 2024, and the coverage rate of digital transformation of industrial enterprises above designated size will reach 85%. "The economic growth targets proposed by the two sessions in various regions reflect the drive to compete in the economy in the new year." Wei Qijia, Director of the Industrial Economy Research Office of the Economic Forecasting Department of the National Information Center, said that China is still in a critical period of economic recovery and transformation and upgrading. Looking ahead to 2024, in accordance with the deployment of the Central Economic Work Conference, all regions will adhere to the principles of seeking progress while maintaining stability, promoting stability through progress, and establishing first and then breaking through.
