In February 2023, a talent endorsement policy will be piloted in mainland cities of the Guangdong Hong Kong Macao Greater Bay Area to facilitate the entry of six types of mainland talents, including outstanding talents, scientific research talents, cultural and educational talents, healthcare talents, legal talents, and other talents. On the 24th, Deng Bingqiang replied to questions from legislators in the Legislative Council of the Hong Kong Special Administrative Region, stating that nearly 10000 mainland talents were approved, including 347 outstanding talents who received 5-year valid endorsements, 5872 scientific, cultural, educational, or health talents who received 3-year valid endorsements, and 3739 legal and other talents who received 1-year valid endorsements. As for the northward migration of Hong Kong talents, the 2023 Policy Address announced that foreign personnel registered in Hong Kong can apply for a "one visa, multiple travel" visa for two years or more to travel to the mainland. Deng Bingqiang said that since the implementation of this policy, the number of "one visa, multiple travel" visas issued in Hong Kong for two or five years has significantly increased, with about 9000 applications approved.
