Recently, the General Office of the Ministry of Education and the General Office of the Ministry of Finance issued a notice on the performance evaluation of the Chinese Characteristics High level Vocational Schools and Professional Construction Plan (2019-2023), initiating the performance evaluation of the Chinese Characteristics High level Vocational Schools and Professional Construction Plan (hereinafter referred to as the "Double High Plan"). The evaluation targets 197 "Double High Plan" construction units announced by the Ministry of Education and the Ministry of Finance in 2019. The evaluation content includes three aspects: first, the completion status of construction performance. Assess the achievement of performance goals and completion of construction tasks for schools and professional groups. The second is the guarantee and utilization of funds. Assess the adequacy rate of construction funds, budget execution rate, and compliance of fund utilization. The third is the level of project construction. Assess the construction level of schools and professional groups. The school assesses from the following ten aspects: Party building and ideological and political work, highland for cultivating technical and skilled talents, technical and skilled innovation service platform, high-level professional group, high-level dual teacher team, school enterprise cooperation level, service development level, school governance level, information technology level, and internationalization level. The professional group is assessed from the following nine aspects: talent cultivation mode, curriculum and teaching resources, textbooks and teaching methods, teacher teaching innovation team, practical teaching base, technical skills platform, social services, international exchange and cooperation, and sustainable development guarantee mechanism. The performance evaluation work is carried out according to the process of self-evaluation by the construction unit, provincial evaluation, and review by the two departments. The construction unit shall form a self-evaluation and self-evaluation conclusion based on the "Double High Plan" construction performance evaluation standards, and shall hire a qualified third-party audit institution to provide an audit report on the fundraising, use, management, and effectiveness of the funds. Provincial education administrative departments and financial departments organize expert groups to verify and confirm the summary report and data submitted by the construction unit, and form performance evaluation conclusions and local promotion of the "Double High Plan" summary report through listening to reports, reviewing materials, conducting interviews, on-site inspections, and other methods. Before May 15th, the Ministry of Education and the Ministry of Finance will form an expert group to review the project audit report and provincial evaluation of the construction unit, and form evaluation conclusions and suggestions. The evaluation conclusion will be publicly announced on the government portal website of the Ministry of Education after being determined by both departments. According to the performance evaluation scores of the construction unit, the evaluation conclusions are divided into four categories: "excellent", "good", "medium", and "poor". Construction units with a conclusion of "medium" and "poor" are required to rectify within a specified period of time. Construction units with a conclusion of "poor" are not allowed to enter the second round of "double high plan" selection. The "Double High Plan" has a support cycle every five years, and the first round of construction was launched in 2019. The purpose is to concentrate efforts on building a group of vocational schools and professional groups that lead reform, support development, have Chinese characteristics, and are at the world level, drive the continuous deepening of vocational education reform, strengthen connotation construction, and achieve high-quality development.
