The meeting stressed that we should keep in mind that "the country is the largest", closely promote Chinese path to modernization and fulfill our responsibilities, and resolutely safeguard national political security and social stability. We should resolutely and severely punish crimes that endanger national security, violent terrorism, major malignant crimes, and crimes committed by criminal organization in accordance with the law. At the same time, we should pay equal attention to both crime and governance, implement the criminal policy of tempering justice with mercy, continue to promote the governance of minor crimes, promote the organic connection between criminal justice and administrative law enforcement, and social governance, and minimize social opposition. The meeting called for continuous optimization of the legal environment for the development and growth of the private economy. Taking the promotion of compliance reform of enterprises involved in cases as an important lever to implement equal emphasis on punishment and governance, and promote the healthy development of enterprise compliance operations, innovating and improving compliance supervision mechanisms, promoting the extension of case compliance to industry compliance, maximizing the compliance benefits of enterprises involved, and exploring the construction of a modern enterprise compliance judicial system with Chinese characteristics. We will increase the exploration of typical cases and play a demonstrative and leading role in preventing and correcting economic disputes as criminal offenses, helping to broaden financing channels for private enterprises, supervising administrative agencies to abide by their promises, promoting prudent, inclusive and transparent administrative regulatory measures, and implementing them in a friendly and civilized manner, so as to effectively make private enterprises feel the strength and warmth of judicial equal protection. The meeting pointed out that foreign-related trials are an important external window for the country's image. We should strengthen our confidence in the rule of law, be good at integrating China's excellent traditional legal culture into the handling of foreign-related cases, use "Eastern experience" to unravel the knots between Chinese and foreign parties, and explain China's unique legal concepts, propositions, and successful practices through judicial reasoning, dissemination of typical cases, and participation in international rule making, showcasing China's image as a rule of law and a civilized country.
