On January 1st of this year, the Electronic Commerce Law of the People's Republic of China has been in effect for five years. Shu Jueting said that since the implementation of the E-commerce Law of the People's Republic of China in 2019, the business environment of e-commerce in China has been continuously optimized. E-commerce has become an important component of the digital economy with the largest development scale, the widest coverage, and the most active entrepreneurship and innovation. It has played a positive role in serving the construction of a new development pattern. One is the significant improvement in scale efficiency. The total transaction volume of e-commerce in China has increased from 31.63 trillion yuan in 2018 to 43.83 trillion yuan in 2022. The proportion of online retail sales of physical goods to the total retail sales of social zero has exceeded a quarter. E-commerce has become a new engine of digital transformation, and a number of B2B platforms with transaction volumes exceeding 100 billion yuan, such as chemical and building materials, have emerged. The national e-commerce demonstration base has driven the formation of more than 30 characteristic digital industrial belts such as clothing and furniture. In the past five years, the number of e-commerce practitioners has increased from 47 million to over 70 million. Secondly, international cooperation is gradually deepening. The Silk Road e-commerce partner countries have expanded to 30, and the cloud lecture hall has benefited more than 80 countries. Create a "Silk Road E-commerce" cooperation pilot zone in Shanghai, expand the opening up of the e-commerce field to the outside world, and create a new highland for international cooperation in the digital economy. Among the 22 free trade agreements signed by our country, 13 include e-commerce content. The Chinese practice of incorporating the E-commerce Law of the People's Republic of China and internet justice into the APEC Public Policy Case Library. Thirdly, the regulatory system is gradually improving. The Ministry of Commerce and other departments, based on the E-commerce Law of the People's Republic of China, combined with existing legislation and practical experience, have collaborated in planning, policies, standards and other fields to issue the "14th Five Year Plan" for the development of e-commerce. They have also issued industry standards such as the "Evaluation Specification for Integrity Archives of E-commerce Enterprises" and the "Management and Service Specification for Live E-commerce Platforms", focusing on guiding the standardized and healthy development of the industry.
