21 Guangdong Measures Empower the Construction of "Skilled Guangdong Army"

Recently, the General Office of the Guangdong Provincial Committee of the Communist Party of China and the General Office of the Guangdong Provincial People's Government issued the "Implementation Opinions on Strengthening the Construction of Guangdong's High skilled Talent Team in the New Era" (hereinafter referred to as the "Implementation Opinions"), which includes six aspects: strengthening the cultivation of high skilled leading talents, building a solid foundation of industrial skills, building a high-level skills ecosystem, deepening the reform of diversified evaluation mechanisms, creating a happy working atmosphere for skilled talents, and strengthening organizational support, 21 policy measures have been formulated to comprehensively empower the construction of the "Skilled Guangdong Army" through "real recruitment, practical recruitment, and hard recruitment", providing strong skilled talent support for the "manufacturing industry leader". The Implementation Opinions require the annual evaluation and selection of a group of chief technicians and special level technicians who have made significant contributions in the field of technical skills, or are recognized by the local area and industry as having superb skills and exquisite skills. Give full play to the role of highly skilled leading talents in guiding apprenticeship, inheriting skills, and tackling technical challenges. Encourage enterprises to implement the treatment of highly skilled leading talents in accordance with the standards of senior management. Support enterprises to explore the implementation of annual salary system, contract salary system, equity incentives, excess profit sharing, project follow-up, project dividends or job dividends, and continuously improve the salary and benefits of high skilled leading talents. The Implementation Opinions require that industry enterprises play a leading role, strengthen the basic role of vocational colleges, and promote the apprenticeship system with Chinese characteristics. Deepen the integration of industry and education, school enterprise cooperation, comprehensively promote the new and modern apprenticeship systems for Chinese characteristic enterprises, and encourage enterprises to carry out apprenticeship training based on technical and skill positions. Support the industry education evaluation skills ecosystem enterprises to innovate and carry out student apprenticeship training for ordinary higher education institutions and vocational colleges to attract graduating students. The Implementation Opinions also specify that in key industries and fields in Guangdong Province, a skills ecological mechanism for industry and education evaluation should be established, guided by industrial job standards, based on college students and teaching resources, and linked by vocational skill level evaluation, through leading enterprises providing standards, positions, and teachers, universities providing students, teachers, and teaching resources, and government providing policies, funds, and management. Focusing on strategic industrial clusters, closely connecting with the construction of the industrial chain, a skilled talent supply chain that integrates recruitment, training, evaluation, employment, and enhancement is established. In terms of deepening the reform of diversified evaluation mechanisms, the Implementation Opinions require promoting the implementation of the "New Eight Level Worker" vocational skill level system in enterprises. Vigorously promote the evaluation and appointment of special level technicians and chief technicians. Personnel who are appointed as technical positions (positions) of special level technicians and chief technicians can enjoy the same treatment as those with senior professional titles and senior management personnel in their respective units. Support eligible enterprises to independently determine the scope of evaluation professions (job types), set job levels, develop job specifications, and use evaluation methods to carry out vocational skill level recognition.
