On January 4, 2024, the Boao Economic Security Index Report (hereinafter referred to as the "Report") was officially released to the public. The report was jointly launched by the organizing committee of the Boao Forum for Asia Global Economic Development and Security (hereinafter referred to as the "Boao Forum on Economic and Security") and Central South University. It was researched and written by the research team of the School of Business of Central South University, aiming to provide effective monitoring and early warning standards for the national economic security situation. The relevant person in charge of the organizing committee of the Boao Forum on Economic and Security stated that the Global Forum on Economic Development and Security is focusing on various forces and conducting extensive and in-depth international cooperation. The core element of global economic development and security issues is national economic security. National economic security refers to the ability of a country to strengthen its own system and make its economy resistant to exogenous risks, thereby ensuring that the country can bear and respond to the impact of external shocks, maintain its own stability and development ability. National economic security is the foundation of national security and an important component of the national security system. It has national, fundamental, strategic, and complex characteristics, and is influenced by factors such as a country's macroeconomic development status, industrial structure layout, financial market maturity, ecological environment protection and natural resource abundance, degree and layout of economic openness to the outside world, technological level and security status. According to Professor Sheng Hu from the research group of the School of Business at Central South University, in order to ensure the rationality of the index, the team has drawn on the research experience and achievements of many scholars in this field at home and abroad. Taking into account the current attention of practical entities such as international organizations, governments, and enterprises to the national security concept, scientific indicator selection and index calculation methods have been adopted to construct specific indicators that run through multiple fields and scientifically define economic and social development, Develop a new index index index system for measuring economic security. The report objectively evaluates the economic development and security situation of various countries from a quantitative and measurable perspective, using scientific methods to form a measurable and comparable data foundation, providing important basis for managing economic security in various countries. Specifically, the construction of the Boao Economic Security Index follows the principles of systematicity, effectiveness, and comparability, designing primary indicators from two levels of macroeconomic security and sub domain security, forming an evaluation index system that includes seven subsystems: macroeconomic security, industrial security, financial security, resource security, social security, ecological security, and technological security, with 39 secondary indicators under it. The index adopts the entropy method as the underlying weight principle of the model, accurately assigns weights, constructs a dynamic and predictable economic security index, and achieves precise linkage with various indicators related to economic security in various fields. The index calculation data comes from databases such as the World Bank, the Organization for Economic Cooperation and Development (OECD), and the United Nations, and the data is authoritative and accurate. According to the index calculation results, it is possible to classify the economic security situation of each country into five levels. On the basis of elaborating on the construction and evaluation methods of the Boao Economic Security Index in detail, the report calculated the national economic security indices of 31 major economies in the world from 2010 to 2020, including Boao Forum for Asia member countries, OECD member countries, BRICS member countries, and China
