Intellectual Property "Combination Fist" Escorts Innovation

2024-01-05

In 2023, a total of 921000 invention patents, 2.09 million utility models, 638000 design designs, and 4.383 million registered trademarks were authorized. The latest figures revealed at the 2024 National Intellectual Property Office Director's Meeting held on January 4th demonstrate China's vigorous innovation vitality and remarkable achievements in the intellectual property industry over the past year. As Shen Changyu, Director of the China National Intellectual Property Administration, pointed out in his work report, in 2023, the intellectual property field will continue to have great events and good deeds, and the cause will develop steadily and improve its quality, which will make great achievements and present a new atmosphere. According to data on accelerating the transformation and application of intellectual property rights, last year, China's innovative entities submitted 73812, 1166 (in the first 11 months), and 6196 international registration applications for patents, designs, and trademarks through the PCT (Patent Cooperation Treaty), The Hague, and Madrid systems, respectively, ranking among the top in the world. At the same time, the innovation capabilities of intellectual property services continue to improve. The intellectual property system has deepened patent navigation services, actively connected with more than ten key needs, and supported industrial layout and key core technology research and development. A new batch of intellectual property advantage demonstration enterprises has been identified, with a total of 10531. In addition, China is accelerating the transformation and application of intellectual property rights, supporting the rapid improvement of industrial development efficiency. Last year, the national patent and trademark pledge financing amount reached 853.99 billion yuan, a year-on-year increase of 75.4%, benefiting 37000 enterprises. The pilot program for open patent licensing has achieved significant results, achieving 17000 open licenses. The value of intellectual property is accelerating. In 2022, the added value of patent intensive industries reached 15.3 trillion yuan, accounting for 12.7% of GDP. In the first 11 months of 2023, the total import and export volume of intellectual property usage fees reached 334.5 billion yuan. The achievement is attributed to a more comprehensive top-level design and system deployment. With the approval of the Central Committee of the Communist Party of China and the State Council, the State Council recently issued a reform plan for the division of financial powers and expenditure responsibilities between the central and local governments in the field of intellectual property, and established an inter ministerial joint meeting system for the construction of a strong intellectual property country. Previously, the Executive Meeting of the State Council reviewed and approved the Special Action Plan for Patent Transformation and Application (2023-2025) and the Implementation Rules of the Patent Law of the People's Republic of China (Revised Draft). Focusing on the theme of "deepening the implementation of the strategy of building a strong intellectual property country and effectively supporting innovation driven development", the State Council held its fourth special study and developed a set of intellectual property "combination punches". Focusing on building new productive forces and innovation is the primary driving force for development, and protecting intellectual property rights is protecting innovation. Looking towards the future, Shen Changyu emphasized that we should fully leverage the dual roles of intellectual property system supply and technology supply to better serve the overall development of the country. One is to rally support for comprehensive innovation and better leverage the incentive and protection role of intellectual property rights. We need to accelerate the improvement of the intellectual property work system that is compatible with the development of new technologies, promote the resolution of key core technology issues from the source and at the bottom, and provide strong support for seizing the high ground of innovative development. The second is to focus on industrial transformation and upgrading, and better leverage the empowering and efficiency enhancing role of intellectual property rights.
