2023-12-28

On December 26th, according to the Guangdong Provincial Department of Civil Affairs, the Guangdong civil affairs system has fully completed or exceeded the ten civil affairs matters related to people's livelihood determined in 2023: exceeding the target task of "carrying out aging friendly transformation for 22000 households of special difficulties elderly people", and implementing aging friendly transformation for over 30000 households of special difficulties elderly people throughout the year. Since the beginning of this year, more than 8.45 billion yuan has been allocated for central and provincial assistance to disadvantaged groups, and nearly 2.29 billion yuan has been allocated for two types of subsidies for people with disabilities. We have also urged various regions to implement supporting funds and further improve the basic living allowances for subsistence allowances, extremely poor individuals, orphans, and children without actual support, as well as the two types of subsidies for people with disabilities. The province's bottom line livelihood guarantee level and various indicators rank among the top in the country. According to the demand, a "one household, one plan" has been formulated. "Since the aging friendly renovation added adjustable mattresses to the bed, the elderly have become much more convenient and safer to get up." Grandma Li, who lives in Shengou Village, Chengtian Town, Chaonan District, Shantou City, is over 90 years old. She accidentally fell earlier this year, causing a hand fracture and inconvenience in movement. The staff of the Chaonan District's aging friendly renovation project conducted an in home evaluation and developed an aging friendly renovation plan for the elderly. They equipped electric nursing mattresses and anti bedsore mattresses, and also added walking aids, elderly friendly chairs, and toilet chairs for the elderly. In February of this year, the Guangdong Provincial Department of Civil Affairs issued a notice on the practical work of elderly families with special difficulties to adapt to aging and improve people's livelihoods in 2023. The task of aging adaptation in the province was decomposed on a city by city basis to supervise and guide various regions to understand their needs. Each region will refine and decompose the work tasks assigned by the province on a quarterly and county-level basis, actively promoting the implementation of various tasks such as renovation and project acceptance. As a project that benefits the people, the aging adaptation renovation of families with special difficulties for the elderly mainly focuses on six aspects: convenient indoor walking, safe toileting and bathing, convenient kitchen operation, improvement of home environment, intelligent safety monitoring, and adaptation of auxiliary equipment. According to the principle of "one household, one plan", a renovation plan is formulated based on the physical condition, living environment, and renovation needs of the elderly. Since the beginning of this year, the province has implemented aging friendly transformation for 30088 households of elderly people with special difficulties, exceeding the target tasks. More than 1.6 million people across the province enjoy two subsidies for the disabled. "The monthly living security fund has been increased, and our five brothers and sisters need not worry about going to school." In winter, A Hua (not his real name), who lives in Shengping Village, Zicheng Town, Zijin County, Heyuan City, felt warm because of the visit of civil affairs cadres and "double hundred" social workers. Due to the lack of labor force and income sources, the Ahua family was included in the scope of subsistence allowance and other relief, among which the five brothers and sisters of the Ahua family enjoy the de facto childcare security. Compared with 2022, in 2023, Guangdong increased the minimum standard and compensation level for urban and rural subsistence allowances in four regions by 3.5%. All 21 cities at or above the prefecture level in the province have announced the basic living standards for local subsistence allowances and extremely impoverished individuals in 2023, and will distribute them according to the new standards. At the same time, efforts will be made to replenish the shortfall funds from previous months. The minimum monthly living allowance per capita for urban and rural subsistence allowance recipients in Guangdong Province is 857 yuan and 490 yuan, respectively. 520000 households and 1.25 million individuals in urban and rural subsistence allowance recipients in the province have received assistance according to the new standards.
