On the afternoon of December 7, Premier Li Qiang co chaired the 24th China EU Leaders' Meeting with President Michel of the European Council and President von der Leyen of the European Commission in the Great Hall of the People. The world is undergoing tremendous changes today, and we need to find the "unchanging" that needs to be upheld through these changes, namely, adhering to dialogue and opposing confrontation, adhering to cooperation and opposing decoupling, adhering to peace and opposing conflict, and better grasping the direction of progress in China Europe relations. China is willing to work with the European side to adhere to the correct positioning of the comprehensive strategic partnership, seek more common ground while reserving differences, strengthen mutually beneficial cooperation and multilateral coordination, further enhance the stability, constructive, reciprocal, and global nature of China Europe relations, and make greater contributions to the prosperity and stable development of the Eurasian continent and the world. Li Qiang pointed out that China is willing to actively explore more mutually beneficial cooperation models with the European side, and strive to continuously inject new momentum and vitality into bilateral relations. Further expand the scale of two-way trade and investment, continue to improve the level of trade and investment liberalization and facilitation, deepen green partnerships, actively establish digital partnerships, and close cultural exchanges. China opposes violating the basic principles of a market economy, politicizing and securitizing economic and trade issues, and hopes that the European side will prudently introduce restrictive economic and trade policies and use trade remedies to maintain the openness of trade and investment markets. Michel and von der Leyen said that EU China relations are one of the most important external relations of the EU, and the EU is willing to be a credible and reliable partner of China. The EU adheres to strategic autonomy and is willing to promote high-level dialogue with China, enhance mutual understanding, reduce misunderstandings, deepen cooperation in areas such as economy and trade, agriculture and food, climate change, and artificial intelligence, work together to address global challenges, and promote world peace, stability, and prosperity. Both sides fully affirm the successful holding of this year's high-level dialogue on China Europe strategy, economy and trade, environment and climate, and digital fields, and will continue to hold effective institutional dialogues in various fields and levels. Both sides will adhere to two-way openness, mutual benefit and win-win, oppose "decoupling and disconnection", provide a fair and non discriminatory business environment for each other's enterprises, and insist on resolving differences properly through dialogue and negotiation. Both sides will deepen cooperation in areas such as economy and trade, green, geographical indications, and intellectual property, make good use of export control dialogue mechanisms, explore the establishment of a key raw material warning mechanism between China and Europe, and build a stable and trustworthy supply chain partnership. Both sides will strengthen cooperation in carbon emissions trading and support the extension of the Memorandum of Understanding on the bilateral carbon emissions trading system. Both sides agree to hold a meeting of the China Europe high-level cultural exchange dialogue mechanism to accelerate the resumption of flights and personnel exchanges. Both sides will adhere to and practice multilateralism, strengthen coordination within multilateral frameworks such as the United Nations, promote necessary reforms of the World Trade Organization, work together to address global challenges such as food security, climate change, and public health, and promote positive outcomes at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change. Both sides agree to strengthen communication on major international and regional issues and promote political resolution of hot issues. Wu Zhenglong attended the meeting. (Lai Xin She)
