New Policies for Atmospheric Governance and Industry Development Striving for "Green" Progress

Air pollution control faces another heavyweight document. The State Council Executive Meeting recently reviewed and approved the Action Plan for Continuous Improvement of Air Quality (hereinafter referred to as the Action Plan), which is the third national level action plan for air governance, following the 2013 Action Plan for Air Pollution Prevention and Control and the 2018 Three Year Action Plan for Winning the Blue Sky Defense War. According to the deployment of the National Standing Committee, we need to coordinate high-level protection and high-quality development, accelerate the green and low-carbon transformation of energy, transportation, and other sectors, focus on building a green, low-carbon circular economy system, and effectively enhance development potential and momentum. Industry insiders say that under the new situation, the space for energy, transportation and other related industries will be further opened up. According to data from the Ministry of Ecology and Environment, from 2013 to 2022, while China's GDP doubled, the average concentration of PM2.5 decreased by 57%, and the number of days of heavy pollution decreased by 93%, making China the country with the fastest improvement rate in air quality globally. Compared with the same period in 2019 before the epidemic, the concentration of PM2.5 in China has still decreased by 15%, and the proportion of excellent days has increased by 1.3 percentage points, indicating a significant improvement in air quality. However, Liu Bingjiang, Chief Engineer of the Ministry of Ecology and Environment and Director of the Atmospheric Environment Department, pointed out that although the number of days of heavy pollution in China has significantly decreased compared to 2013, the achievements in improving air quality are not yet stable enough, and the turning point from quantitative to qualitative change has not yet emerged, and the overall impact of meteorological conditions has not been overcome. "Since the autumn and winter of this year, air pollution in some areas of China has rebounded due to multiple factors such as unfavorable meteorological conditions. These remind us that we are at a new starting point and cannot have the idea of breathing a sigh of relief. We still need to continue to promote air quality improvement," said Ma Jun, director of the Public Environment Research Center. He Kebin, an academician of the CAE Member and a professor of the School of Environment of Tsinghua University, called the decade in which the three air control schemes were carried forward as a relay "golden decade" for air pollution control. He said that achieving the "dual carbon" goal requires green and low-carbon transformation in key areas such as energy and transportation. These industries share the same roots and roots as air pollution problems, and reducing fossil fuel combustion can achieve coordinated pollution and carbon reduction governance. Taking the transportation industry as an example, eight departments including the Ministry of Industry and Information Technology and the Ministry of Transport recently issued a notice on launching the first batch of pilot areas for comprehensive electrification of public sector vehicles, identifying 15 cities including Beijing and Shenzhen as pilot cities for comprehensive electrification of public sector vehicles, and encouraging exploration to form a group of replicable and promotable experiences. In recent years, many regions have initiated the green and low-carbon transformation process of public transportation, and have achieved good practical results. For example, after the comprehensive pure electrification of public transportation in Shenzhen, the average annual savings of 345000 tons of standard coal and the reduction of carbon dioxide emissions by 1.353 million tons were significant. According to the Beijing Municipal Government's plan, by 2025, the city plans to promote 36300 new energy vehicles in public areas such as official vehicles, urban buses, sanitation vehicles, and taxis, and build 28000 charging stations and 90 battery swapping stations. Energy transformation is also actively taking action.
