Improving the efficiency of computing power infrastructure utilization

The Ministry of Industry and Information Technology and six other departments recently jointly issued the Action Plan for High Quality Development of Computing Power Infrastructure, proposing quantitative development indicators from four aspects: computing power, transportation power, storage power, and application empowerment until 2025. With the comprehensive opening of the digital economy era, computing power is injecting new momentum into the digital transformation of various industries in a new form of productivity, becoming an important driving force for high-quality economic and social development. Continuously promoting the high-quality development of computing infrastructure plays an important role in achieving digital transformation, cultivating future industries, and forming new driving forces for economic development. As an important component of new information infrastructure, computing power infrastructure presents diverse and ubiquitous, intelligent and agile, safe and reliable, green and low-carbon characteristics, playing a key role in enhancing the key efficiency of new productivity in the digital economy era. In recent years, China has made solid progress in the construction of computing infrastructure and achieved significant development results. Data shows that in 2022, the scale of China's core computing power industry reached 1.8 trillion yuan, and computing power is accelerating its penetration into various industries and fields. As of the end of June 2023, the total scale of data center racks in use nationwide exceeded 7.6 million standard racks, with a total computing power of 197EFLOPS, ranking second in the world. However, compared to the requirements of fierce competition in the international market, there are still shortcomings in the development of computing infrastructure in China. At present, the utilization efficiency of computing power resources in China is not high, and there is a structural contradiction between supply and demand in the central and western regions. The surplus of computing power resources in the western region leads to insufficient application demand, resulting in idle and wasted resources. At the same time, the threshold for the use of computing resources is high, and enterprises lack relevant digital transformation talents, resulting in a large amount of computing resources not being fully utilized in application. To further promote the high-quality development of China's computing infrastructure, it is necessary to take multiple measures and implement prudent policies. Strengthen national policy guidance and coordinate the improvement of top-level design. Each department should strengthen the coordinated scheduling of computing resources in different regions, promote efficient complementarity and collaborative linkage between the East and the West, continuously improve the efficiency of computing power utilization, optimize the layout of advanced computing industries in each region, promote the development of computing power industry clusters, effectively promote technological innovation cooperation and resource sharing in the upstream and downstream of the industrial chain, and achieve a balance between the supply and demand of computing resources. In addition, ensuring adequate funding, technology, and other factors, vigorously supporting the optimization and development of the new computing power supply model - grid connected computing power, coordinating and dispatching computing power resources in society, achieving instant access to computing power resources, and improving resource utilization efficiency. Promote the construction of computing infrastructure with higher levels, better technology, and reduced dependence on resource distribution, better meet the requirements of the demand side, and promote the true entry of computing infrastructure into the path of high-quality development. Realize diversified configuration of computing power structure, strengthen collaborative innovation in computing, network, and storage. Promote the collaborative development of intelligent computing power and universal computing power across different computing architectures, accelerate the construction of edge computing power, and form a computing power structure that is ubiquitous and collaborative. At the same time, improving the efficient carrying capacity of computing power, accelerating the construction of a national hub for integrated computing power networks, constructing trunk optical cables to improve data transmission performance, and enhancing the carrying capacity of computing infrastructure. In addition, we will create efficient applications for computing, networking, and storage, focus on improving storage technology, and encourage innovation
