Focusing on the overall situation, allowing high-quality foreign-related legal talents to emerge in competition

The report of the 20th National Congress of the Communist Party of China emphasizes strengthening legislation in key areas, emerging areas, and foreign-related fields, coordinating the promotion of domestic and foreign-related rule of law, promoting development with good law, and ensuring good governance. At present, in the context of in-depth promotion of high-quality joint construction of the "the Belt and Road", it is crucial to accelerate the strategic layout of foreign-related rule of law work. Building a team of foreign-related legal talents who are familiar with international legal rules and skilled in handling foreign-related legal affairs is a fundamental project to promote the construction of foreign-related legal system. Who will cultivate foreign-related legal talents and how to cultivate them have become questions that must be answered for the high-quality development of foreign-related legal systems. In response to this, this edition organized journalists to visit and conduct research, and invited experts and scholars to discuss and jointly solve issues related to the cultivation of foreign-related legal talents in China. Over the past 10 years, the "the Belt and Road" international cooperation has attracted more than 150 countries and more than 30 international organizations. As the joint construction of the "the Belt and Road" enters a new stage of high-quality development, it is imperative to cultivate high-quality foreign-related legal talents with an international perspective, who are familiar with international legal rules and are good at handling foreign-related legal affairs. Previously, the second meeting of the Central Committee for the Comprehensive Rule of Law emphasized the need to accelerate the construction of China's legal system applicable outside its jurisdiction, strengthen the training of foreign-related legal professionals, actively develop foreign-related legal services, strengthen corporate compliance awareness, and ensure and serve high-level opening-up to the outside world. What challenges do we face in cultivating foreign-related legal talents in China today? How should we take the path of future development well? 1. It is essential to cultivate talents in the field of foreign-related rule of law. Chen Yuxi, a Ph.D. in Comparative Law from China University of Political Science and Law, has a background in Russian language. Therefore, she accidentally obtained an internship job handling legal affairs for a Russian company through simple conversations on the plane. "Although I stated that I was still a student, the other party didn't mind and still handed over the work to me." From this, she realized that foreign-related legal talents are now very popular. From the data perspective, the same is true: there is currently a significant shortage of foreign-related legal talents. Associate Professor Zhang Wenliang from the Law School of Renmin University of China has listed a set of data: "As for foreign-related lawyers, there are only over 7000 lawyers in China who are proficient in foreign-related business, of which only more than 500 lawyers are able to engage in 'double anti and double protection' business, and can work in the World Trade Organization (WTO)." There are only over 300 independent lawyers in the dispute resolution mechanism. There are many related foreign-related businesses, but the number and proportion of foreign-related professional lawyers who can participate are too small Why is there such a shortage of foreign-related legal talents? Xiao Yongping, Director of the Institute of International Law at Wuhan University, stated that the importance and urgency of cultivating foreign-related legal talents in China are highlighted, mainly based on the current changes in the international environment and situation, as well as the urgent needs of foreign economic and political relations. In the past, the construction of the rule of law in China was mainly aimed at solving the contradiction between the growing material and cultural needs of the people and the backward social production, and the domestic legal system was continuously enriched and improved. But in the new era, facing the situation of a great power game with both cooperation and competition, China's relationship with international law is even closer.
