Expanding the "Rebirth Path" of Electronic Waste

China is a major producer and consumer of electronic products. While the speed of home appliance iteration and upgrading continues to accelerate, the problem of disposing of discarded electrical and electronic products is becoming increasingly prominent. In response, the State Council issued the "Regulations on the Management of Waste Electrical and Electronic Product Recycling" in 2009, and the competent department officially announced the "Management Measures for Waste Electrical and Electronic Product Disposal Fund" in 2011, which was officially implemented the following year. After more than 10 years of efforts, China has built the world's largest electronic waste recycling and treatment industry system. Taking 2021 as an example, 94 processing enterprises with national qualifications in China collected and dismantled a total of 84.98 million units of "four machines and one brain" (i.e. televisions, washing machines, refrigerators, air conditioners, and computers) (equivalent to a weight of 2.39 million tons, recycling 538000 tons of iron, 53000 tons of copper, 40000 tons of aluminum, and 505000 tons of plastic). At present, China's disposal of discarded electrical and electronic products is basically carried out in the following three ways: first, standardize the processing of "four machines and one brain" processed by 109 designated recycling and processing enterprises in the country, and provide corresponding government subsidies; Secondly, in accordance with the requirements of the extended producer responsibility system, the 2014 version of the Catalogue for the Disposal of Waste Electrical and Electronic Products added nine categories of products, including printers, copiers, fax machines, mobile phones, range hoods, and water heaters. Production enterprises have an obligation to carry out harmless treatment of the newly added products in the catalogue; The third is completely market-oriented dismantling, which means dismantling by numerous non-standard small enterprises. The amount of electronic waste scrapped nationwide is growing rapidly, but the number of "four machines and one brain" that have been dismantled by formal dismantling enterprises has remained at around 8000 units (sets), with less than 40% of "four machines and one brain" being processed by standardized enterprises. For the newly added nine categories of products that were officially implemented in 2016 without any processing subsidies, the vast majority are handled by informal dismantling enterprises. How to adapt to the new environment, broaden the "rebirth path" of electronic waste, and promote the healthy development of related industries is a major challenge facing us. In response to changes in the types of electronic waste, the Catalogue of Waste Electrical and Electronic Products should be adjusted in a timely manner, and a dynamic evaluation mechanism should be established for existing certified and qualified dismantling and processing enterprises. The 2014 version of the processing catalog can no longer reflect the current development status of the electrical and electronic industry. For example, the production and sales of electric vehicles are rapidly increasing, and the waste batteries they produce will also become a huge amount of hazardous waste products. The urgent task for us to revise the directory is to include the power batteries of electric bicycles and electric vehicles as soon as possible. In addition, out of the 109 qualified and legitimate dismantling and processing enterprises that were originally recognized, only 94 currently exist. It is urgent to reassess the 109 national level dismantling and processing enterprises that were originally recognized. Unqualified or bankrupt enterprises should be promptly cleaned up, and excellent enterprises should be added to the list of subsidized enterprises. At the same time, we will accelerate the distribution of subsidies for the electronic disposal of discarded electrical appliances and resolve historical debt issues as soon as possible. Strengthen the construction and supervision of waste electrical and electronic product recycling channels in response to the latest changes in market sales channels and consumer entities. At present, the production capacity of legitimate dismantling and processing enterprises is severely exceeded
