How to achieve carbon peak in different regions

Recently, with the official announcement of the implementation plan for carbon peaking in Shenzhen, all "construction drawings" for carbon peaking in 31 provincial-level administrative regions (excluding Hong Kong, Macao, and Taiwan) and 5 planned cities across the country have been released. What are the characteristics of implementation plans in different regions? Which areas have become the focus of common attention? What impact will these plans have on related industries? The reporter reviewed the carbon peak plans in various regions and found that each region has clearly defined the time node for carbon peak and carbon neutrality, striving to achieve carbon emissions peak before 2030. At the same time, various regions have also proposed specific emission reduction goals and measures, including accelerating energy structure adjustment, improving energy utilization efficiency, promoting clean energy development, accelerating carbon market construction and carbon management, encouraging enterprises to participate in carbon emission trading, and promoting the establishment of carbon price formation mechanisms. However, there are regional differences in the specific implementation methods. The Action Plan for Peaking Carbon Emissions by 2030, issued by the State Council in 2021, proposes main goals such as increasing the proportion of non fossil energy consumption, improving energy utilization efficiency, and reducing carbon dioxide emission intensity. The Plan requires that carbon peaking be integrated into the entire process and all aspects of economic and social development, with a focus on implementing the "Top Ten Actions for Carbon Peaking" such as the Energy Green and Low Carbon Transformation Action, Energy Conservation, Carbon Reduction and Efficiency Enhancement Action, Circular Economy Assistance in Carbon Reduction Action, and Green and Low Carbon Technology Innovation Action. Corresponding arrangements will be made for international cooperation and strengthening policy guarantees. The Implementation Plan for Carbon Peak in Shenzhen proposes to take the lead in establishing and implementing a dual control system for carbon emissions throughout the country during the 14th Five Year Plan period. By 2025, the energy consumption per unit of regional GDP will decrease by 14.5% compared to 2020. During the 15th Five Year Plan period, a comprehensive carbon emission dual control system with clear goals, solid foundation, and smooth operation will be established. By 2030, the control level of carbon dioxide emissions per unit of regional gross domestic product will be demonstrated nationwide and provincially, achieving the goal of peaking carbon emissions before 2030. The plan also proposes that Shenzhen will integrate carbon peaking into all aspects and processes of economic and social development, and implement the "Top Ten Actions for Carbon Peaking", including the Energy Green and Low Carbon Transformation Action, Energy Conservation, Carbon Reduction and Efficiency Enhancement Action, Industrial Green and Low Carbon Action, and Transportation Carbon Peaking Action. Compared with Shenzhen, the Implementation Plan for Carbon Peaking in Liaoning Province clearly requires that the proportion of non fossil energy consumption should reach around 13.7% by 2025, and the energy consumption per unit of GDP should decrease by 14.5% compared to 2020. The total energy consumption should be reasonably controlled, and the reduction rate of carbon dioxide emissions per unit of GDP should ensure the completion of the national target set by 2020. By 2030, the proportion of non fossil energy consumption will reach around 20%, the reduction rate of carbon dioxide emissions per unit of regional GDP compared to 2005 will meet national requirements, and the carbon peak target will be achieved. 33 specific measures have been proposed around 10 key tasks, including promoting the green and low-carbon transformation of energy, achieving carbon peak in the industrial sector, promoting carbon peak in urban and rural construction, and accelerating the green and low-carbon transformation of transportation.
