Currently, global autonomous driving has entered a critical period of commercialization and implementation. Europe, the United States, Japan and other countries and regions have promoted the mass production of L3 and above autonomous vehicle through driving certification, exemption and other means, providing policy support for autonomous vehicle 'legal compliance "on the road". In recent years, China's intelligent connected vehicles have achieved positive results in terms of industrial scale, key technologies, and demonstration applications, making them a leader in global automotive intelligence. In terms of the development of connected vehicles, 17 testing demonstration zones, 16 "dual intelligence" pilot cities, and 7 national connected vehicle demonstration zones in China have completed the intelligent upgrading and renovation of over 7000 kilometers of roads. While expanding in scale, breakthroughs have also been made in key technologies. The new generation of electronic and electrical architecture, automotive operating systems, and high computing power computing chips have been implemented for vehicle applications, with breakthroughs in cross domain fusion and controller technology. The high-performance LiDAR sensing range has reached 250 meters. Currently, L2 level autonomous driving models are widely used, and multiple car companies are ready to mass produce L3 level vehicles. In contrast, China is relatively cautious in formulating policies for high-level autonomous driving, and the rapid increase in market penetration makes it urgent to promote the development and application of higher-level autonomous driving technology. The analysis from the China Electric Vehicle Hundred Talents Association shows that the Notice issued this time is mainly for autonomous vehicle above the national standard level 3 (L3), and the contents of the document clarify the relevant requirements for the access, user, road access, pilot suspension and exit of ICVs. The Notice has several key points: firstly, the policy scope is more universal, and cities at or above the prefecture level (including those under the direct control of municipalities) that meet the requirements can apply for pilot projects, indicating that autonomous driving road testing will gradually be carried out nationwide. The second is to innovate the way of forming consortia, and how to form consortia that meet the requirements is the key to whether cities can be approved for pilot projects.
