Ministry of Ecology and Environment: The environmental health literacy level of Chinese residents will reach 18.8% in 2022

According to the WeChat official account of the Ministry of Ecology and Environment, the relevant person in charge of the Ministry of Ecology and Environment announced the monitoring results of environmental health literacy of Chinese residents in 2022 to the media on the 20th. According to the person in charge, the level of environmental health literacy among Chinese residents has increased from 12.5% in 2018 to 18.8% in 2022. The person in charge introduced that since 2013, the Ministry of Ecology and Environment has continued to carry out efforts to improve residents' environmental health literacy. According to the "Healthy China Action (2019-2030)", "Implementation Plan for Monitoring and Evaluation of Healthy China Action and Indicator System for Monitoring and Evaluation of Healthy China Action (Trial)" (National Health Promotion Commission [2021] No. 1), and "Statistical Investigation System for Residents' Ecological Environment and Health Literacy" (National Control System [2022] No. 38), the Ministry of Ecology and Environment is responsible for organizing and carrying out monitoring of residents' environmental health literacy. The residents' literacy level should be based on 12.5% in 2018, By 2022, it will increase to 15% or above, and by 2030, it will increase to 25% or above. At the beginning of 2022, the Ministry of Ecology and Environment issued the "Overall Implementation Plan for Monitoring the Ecological Environment and Health Literacy of National Residents in 2022" (Environmental Measures Regulation Letter [2022] No. 149), which covers three aspects of environmental health: basic concepts, basic knowledge, basic behaviors, and skills. This monitoring adopts multi-stage random sampling, and 53210 permanent residents aged 15-69 from 752 administrative villages/neighborhood committees in 188 counties (cities, districts, and banners) of 31 provinces (autonomous regions, municipalities directly under the central government) and Xinjiang Production and Construction Corps were selected as the monitoring objects. 50983 valid questionnaires were obtained. Based on the population data aged 15-69 from the 7th National Population Census, a goodness of fit test was conducted, and the test results showed that the monitoring samples had good national representativeness. The effective rate of the survey questionnaire was 95.8%, and 6.2% of the survey questionnaire was randomly retested, with a consensus rate of 95.3%. The monitoring results are as follows: firstly, the environmental health literacy level of Chinese residents has increased from 12.5% in 2018 to 18.8% in 2022. This means that on average, 18 out of every 100 residents aged 15-69 in China currently possess basic environmental health literacy. Over the past four years, the level of environmental health literacy among Chinese residents has increased by 50.4%, exceeding the target of "15% or more by 2022" proposed in the "Healthy China Action (2019-2030)". Secondly, in terms of environmental health classification literacy, the level of basic knowledge literacy has significantly improved but still remains low, while the level of basic behavior and skill literacy has been slowly improved. In 2022, the literacy levels of residents' basic concepts, knowledge, behaviors, and skills in environmental health were 36.1%, 14.1%, and 25.7%, respectively, which were 1.4 times, 2.4 times, and 1.0 times higher than in 2018. Overall, the level of residents' environmental health literacy shows an upward trend with increasing cultural level. Thirdly, the level of environmental health literacy among rural residents in China has significantly improved, but the gap between urban and rural residents is still significant.
