Digital transformation will become the main focus of Guangdong's new round of technological transformation. At the recently held Guangdong Digital Economy Development Forum and Guangdong Manufacturing Digital Transformation Forum, the pilot work of digital transformation cities for small and medium-sized enterprises in the province was officially launched. 14 cities including Guangzhou, Zhuhai, Shantou, Foshan, Shaoguan, Meizhou, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhanjiang, Maoming, Zhaoqing, and Jieyang were selected as provincial pilot cities for digital transformation of small and medium-sized enterprises. What support will the selected pilot cities receive? The relevant person in charge of the Guangdong Provincial Department of Industry and Information Technology introduced that they will support pilot cities to focus on segmented industries, promote the digital upgrading of various links such as design, manufacturing, sales, service, management, and safety for small and medium-sized enterprises, and achieve efficient chain transformation. Specifically, Guangdong will support pilot cities to carry out the "1+1+N" cooperative transformation model, which is led by digital traction units such as supply chain leading enterprises and industrial chain traction enterprises, Jointly implementing digital integration services with Class 1 enterprises (such as industry system integration solution providers and other enterprises with digital supply capabilities, telecommunications operation enterprises, industrial internet platforms and other enterprises with common infrastructure capabilities) and N industrial ecological enterprises (such as professional software and hardware enterprises, industrial chain ecological enterprises, etc.), with commercial orders as an important traction or aggregation of industrial ecological resources, Jointly implementing digital transformation for small and medium-sized enterprises. Pilot cities should combine advantageous characteristic industries and strategic emerging industries, identify key supporting sub sectors, and select digital traction units to form a "1+1+N" industrial ecological consortium, providing a package of digital products and solutions for small and medium-sized enterprises. When determining the transformed enterprises, it is necessary to choose specialized, refined, and innovative small and medium-sized enterprises with strong willingness to collaborate and rich application scenarios as the key targets for digital transformation, while taking into account different links, scales, and development levels of small and medium-sized enterprises. There shall be no less than 350 pilot urban renovation enterprises in the Pearl River Delta region, and no less than 200 pilot urban renovation enterprises in the eastern, western, and northern regions of Guangdong. After the transformation is completed, the digital level of small and medium-sized enterprises should reach level 2 or above. This means that in this round of pilot projects, the province will transform no less than 4000 enterprises. In terms of financial support, the pilot cities will coordinate the use of financial funds, with a pilot period of 2 years. According to the principle of "enterprises offering a little, suppliers offering a little, and the government providing a little", arrange no less than 80% of the subsidy funds to support the transformed enterprises. The transformed enterprise can independently choose digital traction units, focus on the transformation of production and manufacturing related links, and use the above funds for software and cloud service expenses related to digital transformation, as well as necessary data acquisition and transmission and industrial control equipment expenses such as gateways, routing, sensors, industrial control systems, etc. At the same time, no more than 20% of the prize and subsidy funds can be arranged to give priority to supporting the selected digital traction units in building an industrial chain supply chain digital transformation industry platform for small and medium-sized enterprises, supporting comprehensive services related to digital transformation such as consultation and diagnosis, talent training, information security, etc. for small and medium-sized enterprises, and supporting financing for digital transformation of small and medium-sized enterprises.
