Recently, the "Regulations on the Protection of Minors on the Internet" (hereinafter referred to as the "Regulations") were introduced. This is China's first specialized comprehensive legislation on the protection of minors' internet, with a focus on regulating the content of online information, protecting personal information, and preventing internet addiction. It will be officially implemented from January 1, 2024. The online protection of minors is related to the future of the country and the hope of the nation, as well as the happiness and peace of billions of families. Experts say that the "Regulations" aim to create a network environment conducive to the physical and mental health of minors, safeguard their legitimate rights and interests, provide strong legal protection for the protection of minors' networks, and mark a new stage in the construction of the rule of law for the protection of minors' networks in China. According to statistics on providing solid institutional guarantees, as of June 2023, the number of Chinese internet users has reached 1.079 billion, and the number of underage internet users has exceeded 191 million. In recent years, the rapid development of the Internet has expanded the space for minors to learn and live, and has also sparked attention from the whole society to the issue of online protection for minors. Previously, the Law on the Protection of Minors had added a special chapter on network protection, and departments such as the Central Cyberspace Information Office, the National Press and Publication Administration, and the Ministry of Culture and Tourism have also issued relevant regulations on the protection of minors' networks. "Lawyer Yu Xukun from the Beijing Youth Legal Aid and Research Center and Beijing Zhicheng Law Firm stated, This time, the "Regulations on the Protection of Minors on the Internet" elevates some of the regulations that have been issued and some mature practices in practice to the institutional level, with strong operability and enforceability, and can better guide the network protection work of minors. Indeed, the online protection of minors is highly specialized and covers a wide range of areas, and new problems are constantly emerging with the changing situation. The system needs to be further refined and improved. The Regulations consist of 7 chapters and 60 articles, mainly clarifying the principles, requirements, supervision and management system for the protection of minors' network, the promotion of minors' network literacy, the standardization of network information content, personal information network protection, and the prevention and control of network addiction. Yuan Ningning, Deputy Director of the Governance and Legal Research Base for Minors at China University of Political Science and Law, stated that in the digital era, how to achieve a balance between the development and protection rights of minors in the cyberspace requires more laws, regulations, and top-level design to support it. The right to development refers to the fact that in terms of future development, minors need to possess some network literacy and digital skills. The right to protection refers to the various risks in cyberspace, and society has an obligation to take preventive measures to protect minors from infringement. The Regulations have responded very well to these two key issues, emphasizing the development of rights and interests on the one hand, and the cybersecurity of minors on the other hand, achieving a balance between the two.
