On November 9th, the 2023 World Internet Conference officially released the "Research Report and Consensus Document on the Development of Responsible Generative Artificial Intelligence" (hereinafter referred to as the "Report"). As an important outcome of the conference, the report was prepared by the Artificial Intelligence Working Group of the World Internet Conference. The work team was established in August this year, with members from over 40 global industry chain enterprises, high-end think tanks, international organizations, universities, etc., dedicated to promoting the development of responsible artificial intelligence. The report has a distinct enforceability. It proposes to have a correct understanding of the enormous potential and potential risks contained in generative artificial intelligence, follow the concept of coordinated development and safety, balancing innovation and ethics, and balancing benefits and risks, and promote the responsible development of generative artificial intelligence. On the one hand, it is necessary to actively promote innovative, sustainable, inclusive and open development, and enhance the efficiency of generative artificial intelligence computing power, high data quality, algorithm innovation, talent diversity, and ecological openness; On the other hand, develop generative artificial intelligence with a highly responsible attitude that is reliable, controllable, transparent and interpretable, data protection, diverse and inclusive, clear responsibilities, and value aligned. The working group summarized and extracted ten consensus points for the development of responsible generative artificial intelligence, and also collected 57 practical cases of global enterprises applying generative artificial intelligence to 14 fields such as transportation, finance, education, and healthcare. It is reported that compared to other types of documents during the same period, the "Report" proposes consensus opinions with strong operability, including clarifying the accountability system, constructing a traceability mechanism, exploring innovative and friendly governance systems such as governance sandboxes. Its consensus on promoting generative artificial intelligence to better understand human intentions, follow human instructions, and comply with human ethics and morality starts from exploring value alignment research and enhancing value alignment technology, which has distinct characteristics in terms of operability and implementability. Different subjects bear their due responsibilities. "The stronger the AI technology capability is, the greater the potential hidden risks may be."
