Price Anxiety Caused by the Rise of Electric Vehicle Charging Fees Experts: The Charge Cost Advantage Compared to Oil Prices Still Exists

2023-11-09

The charging cost of a public charging station in Shanghai has risen by nearly 90%, while the charging price of electric vehicles in Zhengzhou has generally increased. The price of a certain brand of public charging stations in Guangdong has generally increased... Since the second half of this year, electric vehicle owners in many parts of the country have reported an increase in charging costs, and whether electricity prices will directly catch up with oil prices has become a concern for many car owners. Recently, reporters visited several brand charging stations in this city and found that there has been no general increase in charging costs in Beijing. Many industry experts believe that the increase in charging costs is a comprehensive result of the adjustment of electricity pricing policies and the marketization of charging service fees in some regions. However, electricity prices still have an absolute advantage over oil prices. Recently, Mr. Liu, a ride hailing driver in Beijing, has occasionally received news of an increase in electric vehicle charging fees due to the high cost of public charging stations in multiple cities. Mr. Liu drives an electric car, and the changes in charging prices directly affect his wallet. Fortunately, the charging prices at several stations he frequently visits have not changed much. One of the most frequently visited overcharging stations near home has not increased in price. Some charging stations have increased by about 10 cents per kilowatt hour, but each time they are charged, they are a few yuan more expensive, which is not obvious. Mr. Liu calculated that he spends 50 to 60 yuan per full charge, charging at about 40 degrees Celsius, which is equivalent to running over 300 kilometers, which is still much cheaper than the oil price. The reporter also visited several brands of charging stations in our city, such as State Grid, TeDianDian, Wattwatt, Tesla, and randomly interviewed multiple electric vehicle owners. Most of the owners stated that there was no general increase in charging costs, and only a few stations had slightly adjusted their prices. However, the news of rising charging fees is not out of thin air. Since the second half of the year, there have been reports of rising charging fees in cities such as Shanghai, Zhengzhou, Guangzhou, and Xiamen. In July of this year, some car owners in Shanghai reported that the prices of public charging stations near the frequently visited Hongqiao Business District in Shanghai increased, and the electricity price in the same period increased from 1.15 yuan per kilowatt hour to 2.15 yuan, an increase of nearly 90%. In Zhengzhou, many car owners have reported that the charging price has increased by 0.3 to 0.4 yuan per kilowatt hour. The relevant person in charge of the operation department of Shenzhen Tedian New Energy Co., Ltd. also confirmed that from July to September this year, there was a certain degree of increase in electricity prices and service fees in the Guangdong region during peak charging periods. Why are there significant increases in charging fees in cities such as Shanghai and Zhengzhou due to the new policy on electricity prices and the adjustment of service fees? Multiple industry experts have analyzed that currently, the charging fees announced by charging stations mainly include two parts: electricity price and service fee. Therefore, the new policies on electricity prices in recent years and the market-oriented adjustment of service fees by different enterprises have become the two main reasons for the changes in charging fees in this round. At the policy level, a new electricity price plan was implemented nationwide in June this year, gradually consolidating user electricity prices into three categories: residential life, agricultural production, and industrial and commercial electricity. Some charging stations that originally implemented large industrial electricity prices have been charged based on general industrial and commercial electricity prices. Currently, the electricity prices of all industrial and commercial users have been formed through marketization, and government pricing is no longer implemented. Industrial and commercial electricity prices fluctuate with changes in upstream costs and are transmitted to the user side. Tong Zongqi, Deputy Secretary General of the China Electric Vehicle Charging Infrastructure Promotion Alliance, also pointed out that after the National Development and Reform Commission issued the "Notice on Further Improving the Time of Use Tariff Mechanism" in 2021, various regions have started to implement it one after another
