On the morning of October 26th local time, Premier Li Qiang attended the 22nd meeting of the Council of Heads of Government (Prime Ministers) of Shanghai Cooperation Organization member states in Bishkek. Kazakhstan's Prime Minister Smalov, Russian Prime Minister Mishuskyin, Tajikistan's Prime Minister Rasulzoda, Uzbekistan's Prime Minister Aripov, Iran's First Vice President Mukhber, foreign ministers of India and Pakistan, as well as observer countries such as Belarus' Prime Minister Golovchenko and Mongolia's Prime Minister Oyun Erden, attended the meeting. Kyrgyzstan's Prime Minister Zaparov chaired the meeting. Li Qiang stated in his speech that the SCO Summit in July this year further reached important consensus on promoting the "Shanghai Spirit" and building a closer SCO community with a shared future, clarifying key tasks. China is willing to work with all parties to implement the spirit of the Summit. Looking back at the original intention of the Shanghai Cooperation Organization, the reason why we came together is to make regional affairs owned and negotiated by regional countries themselves, without being interfered by foreign countries. Looking forward to the future, we must bear in mind our original mission, adhere to the path of success, and under the guidance of the concept of building a community with a shared future for mankind, move towards each other and achieve mutual success, solidly promote cooperation in various fields, and inject more certainty and positive energy into the peace and development of the region and the world. Li Qiang proposed four suggestions on deepening cooperation with the Shanghai Cooperation Organization: firstly, jointly build a strong regional security barrier, resolutely resist external interference, improve the organization's mechanism for responding to security threats and challenges as soon as possible, and severely crack down on the "three forces" and transnational organized crime. The second is to jointly promote accelerated economic recovery, cooperate in building a safe and efficient transportation system, continuously promote trade and investment liberalization and facilitation, and maintain the smooth and smooth supply chain of the industrial chain. Third, jointly promote the construction of the "the Belt and Road". The third "the Belt and Road" International Cooperation Summit Forum was successfully held. In the past 10 years, the "the Belt and Road" has become the most popular international public goods and the largest international cooperation platform in the world today. We should strengthen the high-quality joint construction of the "the Belt and Road" with the development strategies of various countries, further promote the construction of important economic corridors, and build the SCO Development Bank. The fourth is to jointly promote people's mutual understanding and affinity, and continuously deepen cooperation in education, culture, tourism, sports, and other fields. Participants expressed that the Shanghai Cooperation Organization is committed to promoting the "Shanghai Spirit" and has been continuously developing and growing since its establishment 22 years ago, with an increasing international influence. We should implement the consensus of the Council of Heads of State, jointly combat the "three forces" and transnational organized crime, strengthen cooperation in such fields as economy and trade, transportation, agriculture, energy, finance, high-tech, ecological environment protection, and green development, promote the joint construction of the "the Belt and Road", improve infrastructure connectivity, and deepen people to people and cultural exchanges in tourism, education, and so on. All parties agree to strengthen the construction of the SCO mechanism, practice true multilateralism, work together to maintain regional security, promote regional prosperity, and promote the development of the international system towards a more inclusive and sustainable direction. Li Qiang signed and issued a joint communiqu é with the leaders of participating member states, approving the SCO's economic and trade, railway
