Recently, the Supreme People's Court issued the "Opinions on Providing Judicial Services and Guarantees for Deepening the Comprehensive Cooperation between Guangdong, Hong Kong, and Macao in Nansha, Guangzhou and the World" (see the second and third versions for the full text of the opinions and answers to journalists' questions), providing judicial policy support to accelerate the construction of a major cooperation platform for Guangzhou Nansha, Guangdong, Hong Kong, and Macao, and to promote the better integration of Hong Kong and Macao into the overall development of the country. Located in the geographical and geometric center of the Great Bay Area, Nansha, as a hub node connecting the urban agglomeration on both sides of the the Pearl River Estuary and Hong Kong and Macao regions, is a major bearing platform for Guangzhou to play the role of the core engine of the regional development of the Great Bay Area. In June 2022, the State Council issued the "Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong, and Macao in Nansha, Guangzhou", proposing to accelerate the deepening of comprehensive cooperation between Guangdong, Hong Kong, and Macao in Nansha, Guangzhou, and create a major strategic platform based on the Bay Area, coordinated with Hong Kong and Macao, and oriented towards the world. Respond to key areas of social concern such as creating high-quality urban development benchmarks. The document focuses on the actual judicial needs of Nansha, Guangzhou, and makes specific provisions on service technology innovation and achievement transformation, intellectual property judicial protection, construction of foreign related Hong Kong and Macao trial mechanisms and substantive dispute resolution mechanisms, international interregional judicial exchanges, and other aspects. It provides assistance for promoting the construction of a high-level open door to the outside world and promoting the integration of Guangdong Hong Kong and Macao rules. The document fully considers the judicial environment of "one country, two systems, and three jurisdictions" in Nansha, Guangzhou, as well as the beneficial exploration and practice of local courts. It not only emphasizes practicality and feasibility, but also reserves policy space to encourage refinement and innovation of the system. Previously, the Supreme People's Court issued the Opinions on Supporting and Ensuring the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone and the Opinions on Supporting and Ensuring the Comprehensive Deepening of the Reform and Opening up of the Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone. Next, the People's Court will strengthen research, evaluation, and guidance implementation, promote the effective connection and collaborative efforts of the three documents, and provide systematic, practical, and accurate judicial support for the construction of the Guangdong Hong Kong Macao Greater Bay Area.
