Faced with the US chip lockdown, which company in China can produce domestic artificial intelligence chips? How to combine different domestic chips to achieve import substitution in the construction of computing power centers? The National Key Laboratory of Communication Content Cognition, China Institute of Electronic Technology Standardization, Chengdu Supercomputing Center, Guangzhou Supercomputing Center, and others have jointly launched the "Smart Yue Plan" to comprehensively evaluate domestic artificial intelligence chips (AI chips) and provide a basis for subsequent computing power construction. This comprehensive evaluation will help domestic chips face more application scenarios and accelerate upgrade iterations. Faced with increasingly stringent blockades in the field of AI chips, China is accelerating the independent research and development and ecological construction of related chips. The "Zhiyue Plan" officially released on July 6th this year at the World Artificial Intelligence Conference (WAIC) Chip Theme Forum is one of the important tasks. The "Zhiyue Plan" technical team will conduct detailed research and evaluation of AI chips from domestic manufacturers. The evaluation will cover multiple mainstream AI application fields such as content technology, big models, finance, healthcare, intelligent driving, cloud computing, intelligent industry, and smart cities. The team will conduct a series of rigorous testing and application scenario simulation, evaluating from multiple dimensions such as technical specifications, functionality, communication performance, technological ecology, industrial ecology, and openness, to ensure that the evaluation results are objective and truthful. The evaluation results will form a comprehensive report and product recommendation catalog for specific application scenarios, providing important reference and decision-making basis for chip selection for the construction of intelligent computing centers by governments, enterprises, and research institutions. During the evaluation process, the "Zhiyue Plan" will also strengthen cooperation and exchange between industry, academia, and research, providing suggestions for the improvement and optimization of domestic artificial intelligence chips. The National Key Laboratory for Communication Content Cognition is managed by People's Daily and built on People's Daily. The "Zhiyue Plan" is derived from the concept of "Xiongguan Mandao is as iron as iron, and now we are stepping forward from scratch", jointly initiated by the laboratory and the China Institute of Electronic Technology Standardization. At present, more than 60 industry, university, and research institutions have confirmed their participation in the "Zhiyue Plan". They include universities such as Beijing University of Aeronautics and Astronautics and Northeastern University, as well as application units such as Guangzhou Supercomputing, Chengdu Supercomputing, China Electronics Cloud, 360 Intelligent Brain, and Century Internet.
