Summary of the Chairman of the Third "the Belt and Road" International Cooperation Summit Forum on Clean Silk Road

On October 18, 2023, the Third "the Belt and Road" International Cooperation Summit Forum Clean Silk Road Forum was held in Beijing. The forum was hosted by the China National Supervision Commission and attended by 200 people from 31 anti-corruption agencies and 6 international organizations of countries and regions jointly building the "the Belt and Road", as well as representatives from business and academia. The attending representatives adhere to the principle of joint consultation, construction and sharing, promote the Silk Road spirit of "peaceful cooperation, openness and inclusiveness, mutual learning and mutual benefit", reaffirm the commitment to jointly building the Clean Silk Road, review the achievements and contributions of the Clean Silk Road, describe the vision and prospects of the Clean Silk Road, explore how to respond to corruption challenges, take measures to prevent and combat cross-border corruption, promote corporate integrity and compliance construction, and strengthen international cooperation against corruption. The governments, enterprises and all sectors of society of the countries that jointly build the "the Belt and Road" follow the principle of joint consultation, joint construction and sharing, take the "Clean Silk Road Beijing Initiative" as the guide, and make concerted efforts and cooperation to jointly promote the "the Belt and Road" clean construction to achieve significant results, so that the "the Belt and Road" initiative truly benefits the people of all countries. We have constantly strengthened anti-corruption and incorruptible governance policies and legislation, making contributions to the standardization and legalization of the "the Belt and Road" incorruptible construction. We actively create a stable, fair, and transparent business environment, form a common anti-corruption value system, safeguard the legitimate rights and interests of all parties, and use joint construction of key projects as a starting point to promote the implementation and effectiveness of the Clean Silk Road. We stand by and help each other, continuously improve the culture of clean society, promote the sharing of achievements in clean development, hold a series of anti-corruption and integrity compliance training projects, and continuously strengthen the capacity building of the Clean Silk Road. We will work together to ensure the high-quality development of the "the Belt and Road". We reiterate the need to uphold fairness and justice, punish evil and promote good, advocate for true multilateralism, firmly uphold the international system with the United Nations at its core, firmly support the main channel role of the United Nations Convention against Corruption in international cooperation against corruption, actively implement the Political Declaration of the United Nations General Assembly Special Session on Corruption, and continuously improve the fairness, effectiveness, and inclusiveness of the anti-corruption international governance system. We must adhere to the basic principles of mutual respect for sovereignty, security, and development interests, abide by our anti-corruption commitments, fulfill international obligations, eliminate various obstacles to pursuing fugitives and pursuing stolen goods, effectively prevent the cross-border flow of corrupt personnel and assets involved, jointly crack down on cross-border corruption crimes, and refuse to become a "safe haven" for corrupt personnel and assets. We believe that the cooperation in the construction of the Clean Silk Road has a broad prospect and forms a joint force with relevant anti-corruption international cooperation mechanisms to effectively guarantee the high-quality development of the "the Belt and Road" construction. We support the strengthening of international law enforcement cooperation in anti-corruption proposed by the Beijing Anti Corruption Declaration of the Asia Pacific Economic Cooperation Organization, the G20 High Level Principles for Fighting Corruption, the BRICS Refuse Corruption Shelter Initiative, and other international cooperation mechanisms. We support the Beijing Initiative on the Clean Silk Road to continue to play a leading role and welcome more participation
