The Political Bureau meeting of the Communist Party of China Central Committee held on April 28th proposed the requirement of "actively and steadily promoting the transformation of urban villages in mega cities"; In July, the General Office of the State Council issued the "Guiding Opinions on Actively and Steadily Promoting the Transformation of Urban Villages in Super Large Cities" and held a teleconference for special deployment. Recently, the Ministry of Housing and Urban Rural Development proposed specific policy implementation measures for the renovation of urban villages, which are divided into three categories to promote implementation: one is the implementation of demolition and new construction that meets the conditions, the other is the implementation of regular rectification and improvement, and the third is the implementation of a combination of demolition and consolidation between the two. Urban villages are known as "villages in the city", with dual characteristics of both rural and urban areas, and are a historical product of urbanization development. Taking Hongqi Village, Putuo District, the largest urban village in the central urban area of Shanghai, as an example, on 586 acres of land, there were once 90 printing factories, 207 cold storage facilities, 9 large primary markets, and over 1000 stalls. The population here is complex, with group rent everywhere and illegal construction densely distributed, with a floating population of up to 60000 people. According to relevant standards, cities with a permanent population of over 10 million in urban areas are considered mega cities, such as Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Chongqing, Tianjin, Wuhan, etc; Cities with a permanent population of 5 million to 10 million in urban areas are considered mega cities, such as Qingdao, Hefei, Hangzhou, Changsha, Nanjing, Dongguan, etc. More than 20 cities in China belong to the category of mega cities. China's mega cities have attracted a large number of migrant populations, and a considerable portion of these groups live in urban villages. Although the cost of renting houses in urban villages is relatively low, there is a general lack of necessary infrastructure and public services, especially in areas such as health and safety, social governance, and many other hidden dangers. Yan Rong, President of Shanghai Real Estate Science Research Institute, stated that promoting the transformation of urban villages can play a positive role in stabilizing economic growth and become an important driving point for expanding domestic demand, generating over one billion yuan of direct investment and driving consumption in various fields such as furniture, home appliances, catering services, and textiles; On the other hand, it can optimize the urban spatial layout and further enhance the level of urban governance. How to change it? The property rights structure, personnel composition, spatial distribution, and historical relics of urban villages are highly complex. This renovation proposes three types of renovation models: demolition and construction, renovation and upgrading, and a combination of demolition and renovation.
