Recently, in order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, adhere to and develop the "Fengqiao Experience" of the new era, and comprehensively deepen the governance of litigation sources, the Intermediate People's Court of Tongliao City, Inner Mongolia Autonomous Region held a seminar on "Presenting the 60th Anniversary of Fengqiao Experience: Inheriting, Actively Managing, and Cooperating" litigation source governance. Participants discussed how to further improve the governance mechanism of litigation sources and optimize the governance model of litigation sources. The conference summary is as follows: Song Jianbo, Secretary of the Party Group and President of the Tongliao Intermediate People's Court, believes that the governance of litigation sources is a vivid practice of the "Fengqiao Experience" in the new era. It is necessary to construct a logical approach to promoting litigation source governance from four dimensions: inheriting governance experience, improving mechanism construction, consolidating cultural foundation, and highlighting legal thinking. The Tongliao Court continues to explore and practice the governance of litigation sources, promoting the formation of the "harmony without litigation" Tongliao model. One is to adhere to the leadership of the Party Committee and build a pattern of litigation source governance work. Fully leverage the leadership core role of the Party Committee in overall planning and coordinating all parties, and build a systematic non litigation dispute resolution mechanism. By closely monitoring and assessing, we will incorporate the indicators of source control into the assessment system for safe construction, effectively compacting the responsibilities of all parties. The second is to adhere to the linkage between the government and the court, and strengthen the construction of a complaint source governance platform. Rely closely on the government, coordinate various dispute resolution resources, and build a diversified dispute resolution platform. Utilize judicial big data to analyze the causes and development trends of cases, propose judicial suggestions to functional departments, and achieve "one trial, one governance". The third is to adhere to social coordination and form a joint force in the governance of litigation sources. Expand diversified dispute resolution forces, strengthen the source governance of typed disputes, put non litigation dispute resolution mechanisms at the forefront, and prevent a large number of trivial and simple disputes from flooding into the court. The fourth is to adhere to hierarchical filtering and smooth the channels for resolving disputes through source governance. Actively create a "Maple Bridge style People's Court", actively integrate into the construction of "non litigation villages (communities)", explore mediation in advance, and play the role of various dispute resolution forces, especially grassroots organizations, in guiding and diverting disputes in the front end. The fifth is to adhere to the principle of litigation as a bottom line and strengthen the legal protection of litigation source governance. By strengthening the mechanism for linking litigation and non litigation work, and strengthening guidance on mediation business, we will fully leverage the role of the people's court in promoting, regulating, and ensuring the governance of litigation sources. Yang Li, Executive Vice President of the Smart Court Research Institute at Shanghai Jiao Tong University and Director of the People's Court Conflict Source Governance Research Base, proposed that in terms of legalization, it is necessary to improve institutional construction, optimize procedural design, pay attention to the correct and reasonable application of the law, standardize the exercise of discretion, and exert the demonstration and guiding effect of judicial adjudication. In terms of digitization, we need to promote the governance of litigation sources as a whole. Firstly, led by the Party Committee, mobilize resources from all parties, form a data management coordination mechanism, and provide more integrated data application services; The second is to promote data sharing among various departments, clarify the coordination of departments and specific personnel, sort out application scenarios, establish a data center, shift from data supply to data demand, and achieve data linkage; The third is to form interdisciplinary talent accumulation, cultivate talents who can play a key communication role between technology and business, and improve the composite talent cultivation mechanism; Fourthly, it is necessary to do a good job in system data exchange, provide risk warning and multiple suggestions for reference, optimize diversion and disposal procedures, ensure professional mediation of livelihood cases, explore market-oriented mediation methods, and continuously improve the professional level of mediation personnel;
