Shenzhen issues a carbon peak implementation plan to implement differentiated parking pricing mechanisms for new energy vehicles and traditional fuel vehicles

Recently, the Shenzhen Municipal People's Government issued the "Implementation Plan for Carbon Peak in Shenzhen" (hereinafter referred to as the "Plan"). The plan mentions promoting the implementation of pipeline natural gas in old residential areas, urban villages, and catering venues, which should be fully renovated and can be fully renovated; Actively promoting distributed photovoltaic power generation; Optimize and enhance the network of new energy vehicle charging facilities; Encourage private purchases and use of new energy vehicles; Guide the replacement of fuel vehicles with new energy vehicles; Implement differentiated parking fee pricing mechanisms for new energy vehicles and traditional fuel vehicles. The energy consumption in 2025 will decrease by 14.5% compared to 2020. The plan proposes to take the lead in establishing and implementing a dual control system for carbon emissions throughout the country during the 14th Five Year Plan period, providing Shenzhen experience for the country and province to gradually shift towards dual control of energy consumption and carbon emissions. By 2025, energy consumption per unit of GDP will decrease by 14.5% compared to 2020, and carbon dioxide emissions per unit of GDP will ensure the completion of national and provincial targets. The Plan proposes to comprehensively establish a carbon emission dual control system with clear goals, solid foundation, and smooth operation during the 15th Five Year Plan period. By 2030, the control level of carbon dioxide emissions per unit of GDP will be demonstrated nationally and provincially, achieving the carbon peak target before 2030. The Plan also proposes that Shenzhen will implement the "Top Ten Actions for Carbon Peaking", including the Energy Green and Low Carbon Transformation Action, Energy Conservation and Carbon Reduction Action, Industrial Green and Low Carbon Action, Transportation Carbon Peaking Action, Urban and Rural Green and Low Carbon Action, Technology Empowerment Carbon Peaking Action, Market Assistance Carbon Peaking Action, Ecosystem Carbon Sink Enhancement Action, Green and Low Carbon National Action, and Carbon Peaking Pilot Demonstration Action. The plan to build a natural gas trade hub city mentions promoting the clean and flexible transformation and upgrading of existing coal-fired power units at Mawan Power Plant, and implementing a demonstration project for carbon capture, utilization, and storage of coal-fired power. At the same time, the Plan emphasizes the supporting role of natural gas in the Shenzhen energy system. By 2025, the penetration rate of pipeline natural gas will reach over 95%. During the 14th Five Year Plan period, an additional installed capacity of approximately 6 million kilowatts of gas and electricity will be added, achieving a doubling of the installed capacity of gas and electricity. Shenzhen proposes to steadily promote the development of natural gas peak shaving power plants, accelerate the construction of natural gas power generation projects such as Guangming Gas Turbine and Nengdong Phase II, encourage the construction of natural gas distributed energy systems, support the upgrading and renovation of old gas power plants, and promote natural gas hydrogenation power generation. Currently, Shenzhen is making every effort to build a natural gas trade hub city, proposing to complete the bonded LNG refueling of 500000 cubic meters (liquid) for international navigation ships by 2025. To this end, the "Plan" proposes the construction of the Dapeng Liquefied Natural Gas Corridor, promoting the construction of projects such as the second phase of natural gas reserves and peak shaving depots in Shenzhen, the expansion of gas storage facilities in Guangdong Dapeng Liquefied Natural Gas Receiving Station, and the second phase of the national pipeline network Shenzhen LNG emergency peak shaving station. In terms of reducing transportation carbon emissions by 2025, the number of new energy vehicles will reach 1.3 million. The "Plan" proposes to accelerate the implementation of electric substitution for official vehicles, light logistics vehicles, etc. In the fields of heavy-duty trucks, heavy-duty sanitation vehicles, and non road mobile machinery, the principle of "LNG as the main source, electric as the auxiliary, and pilot hydrogen energy" is proposed to increase the proportion of clean energy use.
