Moving towards a higher level has pointed the way and injected strong momentum. In September 2013, China's first pilot free trade zone was put into operation in Shanghai. Over the past decade, 21 pilot free trade zones, including Shanghai, Guangdong, Liaoning, Hainan, Shandong, and Beijing, have been established in six batches across the country. The total area has grown from less than 30 square kilometers to around 38000 square kilometers, involving 51 cities and the entire island of Hainan. This has led to the formation of a reform and opening up innovation pattern covering the east, southwest, north, and central regions, as well as coordinating the coastal, inland, and border areas. Over the past decade, each trade pilot zone has deeply implemented the decisions and deployments of the Party Central Committee, liberated the mind, adhered to integrity and innovation, launched a large number of fundamental and pioneering reform and opening up measures, formed many iconic and leading institutional innovation achievements, effectively played the role of a comprehensive trial platform for reform and opening up, and effectively explored and accumulated valuable experience for comprehensively deepening reform and expanding opening up. As of now, the national level has summarized and refined seven batches of reform pilot experience and four batches of best practice cases in the exploration of free trade pilot zones. A total of 302 institutional innovation achievements have been replicated and promoted nationwide, forming a good situation of sharing reform dividends and inclusive opening up achievements. Looking back at the 10-year development process of the pilot free trade zone, a series of groundbreaking policies have been launched one after another, a series of breakthrough practices have been carried out in depth, and a large number of landmark achievements have continued to emerge. The reform and experimental tasks of each pilot free trade zone have been basically completed. Take the lead in implementing the management model of national treatment and negative list before foreign investment admission, and promote historic changes in the investment management system; Taking the lead in establishing a trade facilitation model centered on the "single window" of international trade, effectively supporting the construction of a trade powerhouse; Taking the negative list management model of cross-border service trade as a representative to promote the comprehensive opening up of the service industry and promote the free and convenient flow of various high-end factors; Take the lead in implementing government management reforms such as the separation of certificates and licenses, promoting the improvement of the business environment and the accelerated transformation of government functions; Taking the lead in exploring free trade accounts and steadily advancing financial openness and innovation... For the past decade, the pilot free trade zone has adhered to the leadership of high-level openness, focused on exploring institutional systems that are connected with international economic and trade rules, systematically promoted reforms that comply with market rules, and played the leading role of institutional innovation. It has become a new highland for China's opening-up, a vanguard for comprehensive deepening reform, and a growth pole for high-quality development. Guangdong is the vanguard, pioneer, and experimental zone of reform and opening up, and the construction of free trade experimental zones has a good foundation and unique advantages. As one of the second batch of free trade pilot zones established in 2015, the strategic positioning of the Guangdong Free Trade Pilot Zone is to "rely on Hong Kong and Macao, serve the mainland, and face the world, and build the free trade pilot zone into a demonstration zone for deep cooperation between Guangdong, Hong Kong and Macao
