At the same time, the "National Basic Elderly Care Service List" was also publicly released, focusing on the urgent difficulties and anxieties of the elderly in elderly care services. It emphasized accelerating the construction of a basic elderly care service system that covers the entire elderly, has clear rights and responsibilities, moderate security, and continuously enhances their sense of gain, happiness, and security. The Opinion also requires strict implementation of the National List of Basic Elderly Care Services, and provincial governments to formulate and publish specific implementation plans and lists of basic elderly care services in their respective regions. At present, most provinces have already introduced implementation plans, and other provinces are also gradually releasing them. "Yu Jianliang, Director of the Elderly Care Service Department of the Ministry of Civil Affairs, introduced at a press conference that some places have also made" additions "in the content and standards of basic elderly care service lists based on local conditions, continuously achieving breakthroughs and innovations. The National Basic Elderly Care Service List includes 16 service projects in three categories: material assistance, care services, and care services, and specifies the service targets and contents of each project. Shanxi Province has announced 20 service projects, increasing the provision of care services for the elderly aged 60 and above, including judicial assistance and tourism services; Hunan Province has refined multiple types of service projects targeting the elderly. For example, for elderly people who have reached the age of receiving benefits, in addition to the basic old-age insurance for employees and basic old-age insurance for urban and rural residents listed in the national list, new health management services, convenient medical services, and home visit services are added. The elderly allowance that can be enjoyed by people aged 80 and above is refined, and elderly people aged 100 and above can enjoy longevity health subsidies. Yu Jianliang also stated that in the next step, the Ministry of Civil Affairs will continue to increase the implementation of the "Opinions". Including urging and guiding places that have not yet introduced provincial implementation plans to do so as soon as possible before the end of the year; Efforts will be made to promote the implementation and effectiveness of the projects listed in the national basic elderly care service list, and to bring the warmth of the Party Central Committee to the elderly as soon as possible. In addition to accelerating the design and implementation of the basic elderly care service system, it is equally important to continuously improve the capacity of basic elderly care services. Yu Jianliang stated that the Ministry of Civil Affairs, in conjunction with the National Development and Reform Commission, will actively respond to the aging population project in 2023 and arrange investment from the central budget to support the construction of elderly care service facilities. Together with the Ministry of Finance, we will implement the 2023 Action to Improve Home and Community Basic Elderly Care Services, and provide home based elderly care beds and door-to-door services for eligible elderly people with special difficulties and partial disabilities.
