On September 1st of this year, the Accessible Environment Construction Law was officially implemented. As a specialized law for the construction of accessible environments in China, this law provides a solid legal guarantee for ensuring equal, full, and convenient participation and integration of disabled and elderly people into social life, and promoting the sharing of economic and social development achievements among all members of society. The Accessible Environment Construction Law will come into effect on September 1st this year, providing stronger legal protection for the rights and interests of disabled and elderly people. The Law on the Construction of Accessible Environment focuses on issues of general concern to the people, and comprehensively and systematically formulates regulations from aspects such as facility construction and information exchange, filling some operational regulatory gaps in the construction of accessible environments in previous laws and policies. Legislation is full of warmth, providing strong support for improving people's livelihood services. Accessible environment, increased construction and renovation efforts for wheelchair travel, and basically "zero height difference" on curb ramps; Elderly care at home, walking at night with handrails... With the gradual improvement of infrastructure construction and the steady improvement of social service levels, in recent years, China has actively promoted the construction of an accessible environment, creating a continuous, safe, convenient, healthy, comfortable, and diverse and inclusive accessible environment, making the life and travel of people with disabilities, the elderly, and other groups more accessible and loving. From 2019 to 2022, a total of 167000 new urban old residential areas were renovated nationwide. During the renovation process, a total of 70000 elevators and over 40000 community service facilities such as elderly care and childcare were installed in various regions. However, at the same time, as urban construction transitions from "yes no" to "no good", there is still a certain gap in the construction of accessible environments in meeting the personalized needs of different groups. "The early requirements for the construction of barrier free environment were mainly urban tactile paving, community public buildings, residential entrance and exit ramps, etc., but now residents' needs for accessibility are more diversified, including barrier free parking spaces, the installation of elevators, traffic signal light voice prompts, as well as the demand for elderly care, catering, leisure and fitness places and other related public service facilities." Liu Lifeng, Deputy Director of the Urban Construction Department of the Ministry of Housing and Urban Rural Development, analyzed. The Accessible Environment Construction Law proposes: "For existing residential buildings, residential areas, public buildings, public places, transportation facilities, urban and rural roads that do not meet the construction standards of accessible facilities, people's governments at or above the county level should formulate targeted accessible facility renovation plans and organize their implementation based on the actual situation." How to achieve more targeted? Liu Lifeng said that the first step is to conduct a special "physical examination" to identify the problems that the people have the strongest reaction to; Subsequently, based on the results of the "physical examination", we will carry out renovation and upgrading work in conjunction with the renovation of old urban residential areas, the construction of complete communities, pedestrian purification, and urban renewal actions; After the completion of accessible facilities, it is necessary to establish an operation and maintenance mechanism to ensure their normal functioning. Promoting the installation of elevators in existing multi-story residential buildings is an effective means to solve the difficulty of difficult groups getting up and down stairs. Before 2018, there were only about 5000 elevators installed in existing buildings nationwide, which has been increasing year by year. In the first July of this year, about 18000 elevators were installed, and the development is rapid. Liu Lifeng introduced that in recent years, the Ministry of Housing and Urban Rural Development has guided various regions to coordinate the use of old and outdated materials
