With the basic formation of the top-level design of the national land spatial planning system and the comprehensive implementation of the first "multi planning in one" national level land spatial planning, the overall formation of China's land spatial planning system has been achieved. The reporter learned from the National Land and Space Planning Work Conference held in Fuzhou on the 29th that the overall formation of China's land and space planning system has comprehensively defined the "three zones and three lines", which has established an insurmountable red line for adjusting economic structure, planning industrial development, and promoting urbanization. As the "China Plan" for sustainable development of national land and space, it has taken the lead in implementing the ecological protection red line system globally, marking 31% of land and 150000 square kilometers of sea as ecological protection red lines. It has been evaluated by the international community as a substantive step towards addressing global climate change and has become an advocate and practitioner of achieving the United Nations' sustainable development goals. It is reported that currently, except for the overall urban plans of Beijing and Shanghai, which were approved in 2017 and no longer submitted for approval, all other provincial plans and Xinjiang Production and Construction Corps plans have been submitted to the State Council, with provincial plans such as Jiangsu, Guangdong, and Ningxia having been approved. More than 90% of the 350 city level overall plans and 2220 county-level overall plans formulated in the national plan have been submitted to the approval authorities, and more than half have completed the review process. Some city level overall plans in Jiangsu and Guangdong have been approved for implementation. As a key target for this year's tackling, the Ministry of Natural Resources will accelerate the approval of the overall land and space planning of provinces, cities, and counties, and promote the comprehensive approval of the land and space planning of provinces (districts, cities) and Xinjiang Production and Construction Corps by the end of the year; Significant progress has been made in promoting the legislation of territorial spatial planning, completing the solicitation of opinions on the territorial spatial planning law, and revising the qualification management measures for urban and rural planning units. At the same time, China will accelerate the completion of a batch of regional watershed land spatial planning, with a focus on the approval of key regional land spatial planning such as the Yangtze River Economic Belt (Yangtze River Basin), the Beijing Tianjin Hebei, Chengdu Chongqing dual city economic circle, coastal zone, and nearshore waters, and simultaneously complete the preparation of the Yellow River Basin land spatial planning; Improve the adjustment of urban development boundaries and the management rules for urban construction land outside the development boundaries; Publish village planning documents and accelerate the preparation of village plans for villages with conditions and needs.
