In addition to explicitly supporting the construction of an international innovation and technology center in Hong Kong, the 14th Five Year Plan also includes Shenzhen Hong Kong Hetao as one of the four major cooperation platforms in the Guangdong Hong Kong Macao Greater Bay Area. The Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone is built on both sides of the Shenzhen River with the concept of "one river and two banks" and "one district and two parks", including approximately 300 hectares of Shenzhen Park and 87 hectares of Hong Kong Park. The Hong Kong Science and Technology Park Company has launched the "Greater Bay Area Innovation and Technology Express" in the Shenzhen Park in July 2022, providing business development support services for innovation and technology enterprises in Hong Kong and mainland China. The Shenzhen branch of the Hong Kong Science Park, located in the Shenzhen campus, has gradually begun to operate.
