Clarify the specific responsibilities of the Party Committee (Party Group) in selecting and appointing cadres, refine the main responsibilities of the "top leaders" and the specific responsibilities of team members, play a good role in collective inspection, and prevent improper practices such as running errands and seeking official positions, interceding and greeting. The disciplinary inspection authorities shall strictly check the integrity and self-discipline of the candidates to be promoted, and organize departments to implement relevant work responsibilities such as cadre motions, democratic recommendations, inspections, discussions and decisions, and appointment. Strengthen strict education and management of cadres, ensure that they are "less sick" and "not sick", and reduce "promotion due to illness" from the source. If cadres themselves do not suffer from "illness", there will be no problem of "promotion" or "taking up positions with illness". We must persistently and deeply promote comprehensive and strict governance of the Party, implement the requirements of comprehensive and strict governance into daily education and management, and consolidate the foundation for preventing cadres from "illness". Strengthen the education of cadres' ideals, beliefs, and party spirit and purpose, strengthen discipline and rule education, educate and guide them to firmly establish a correct worldview, outlook on life, values, power, political performance, and career views, build a dam of ideological resistance to corruption and change, and always tighten the string of clean governance. Strengthen daily strict management, improve the daily management system of the leadership team and cadre team, strengthen regular comprehensive analysis and judgment, ensure that cadres understand their work on a daily basis, timely grasp important situations and sensitive information changes of cadres, observe from multiple channels, levels, and sides, and comprehensively and dynamically grasp cadres' daily situation and performance at critical moments. Improve and implement the system of exchanging and rotating important positions to prevent the risk of "illness" caused by cadres staying in the same position for a long time. Strictly implement the procedures for selecting and appointing cadres, and leverage the role of institutional procedures to ensure their effectiveness.
