The Opinion Draft clearly stipulates that facial recognition technology can only be used to process facial information when it has a specific purpose and sufficient necessity, and strict protective measures are taken. This means that any unit or individual who wants to collect and use facial recognition technology must comply with this basic principle. For some specific scenarios, the "Opinion Draft" has drawn a "red line", explicitly prohibiting the use of facial recognition, such as hotel rooms, public bathrooms, changing rooms, bathrooms, and other places that may infringe on the privacy of others, and prohibiting the installation of image capture and personal identity recognition devices.
