Guangdong Civil Affairs: Big Data Helps Social Assistance Be More Accurate and Comprehensive

In order to make it more convenient, efficient, and accurate for people in need to apply for social assistance, the Guangdong Provincial Department of Civil Affairs has built a Guangdong Province bottom line livelihood information verification and management system and a low-income population dynamic monitoring and management system in accordance with the requirements of the "Guangdong Digital Government" Reform and Construction Plan. These systems are available for use by civil affairs departments at all levels in the province, covering a total of 1745 units at the provincial, municipal, county, and town levels. The two systems currently gather basic information from 12 government departments, 28 types of commercial banks, securities and other units, as well as 18 types of special hardship groups. They monitor and warn 4.05 million low-income people, providing data support for accurately identifying social assistance targets and constructing a comprehensive, hierarchical, and efficient social assistance system that covers a comprehensive range. According to statistics, since the operation of the low-income population dynamic monitoring and management system, there have been a total of 128800 warning messages and household investigations, including 13470 people included in civil assistance and 11240 people referred to other departments for assistance. Since the beginning of this year, the verification system has issued economic status verification reports for 1.0736 million households and 2.6245 million social assistance applicants. People only need one certificate and one certificate (ID card, authorization letter) to apply for social assistance. This year, a total of 8.45 billion yuan has been allocated as assistance and subsidies for the disadvantaged in 2023. The province has distributed social assistance funds to 1.3622 million urban and rural subsistence allowance recipients and 228900 urban and rural special hardship cases. On June 5th of this year, the Guangdong Provincial Low Income Population Dynamic Monitoring and Management System detected that there were new kindergarten students enrolled in Ms. Lin's home, generating a level five "green" warning. After seeing the warning information, Huang Mingzhi, a staff member of the Hedong Town Public Service Office, immediately went to the house for verification. Based on indicators such as family income, information on minors and students, disability, and serious illness, it was calculated that the monthly per capita income of his family was about 1.1 times the minimum monthly subsistence allowance standard in Qingyuan City. According to policy regulations, "the per capita monthly income of a family is less than 1.5 times the local minimum living security standard in rural areas, and cannot exceed the local minimum monthly wage standard" can be considered as a marginal family on subsistence allowances. They can apply for medical, education, housing, employment, legal aid and other services according to the procedures. Considering that Ms. Lin is severely disabled, according to the policy, she can be included in the subsistence allowance separately; the other three family members can be included in the marginal family assistance of the subsistence allowance. "Ms. Lin and her family applied for social assistance under the guidance of the staff. Starting from August, Ms. Lin will receive a monthly subsistence allowance of 365 yuan; At the same time, after being included in the subsistence allowance, a monthly allowance of 195 yuan can be received for people with disabilities in difficulties.
