Multiple measures to combat drought and ensure water supply in the northwest region

2023-08-22

According to data from the Ministry of Water Resources, since June this year, the cumulative rainfall in western Inner Mongolia, all of Ningxia, most of Gansu, and eastern Qinghai has decreased by 30% to 70% compared to the same period in years. The inflow of rivers in the region has decreased by 30% to 80% compared to the same period in years, and the overall storage capacity of reservoirs has decreased by nearly 10% compared to the same period in years. According to the forecast, before the end of August, there will still be no effective rainfall in the above-mentioned areas, and the water inflow from rivers will continue to be low. The drought may continue to develop, with a longer duration and a heavier degree. Liu Furong, Deputy Director of the Flood and Drought Disaster Prevention Department of the Qinghai Provincial Department of Water Resources, introduced that since August, many areas in Qinghai Province have experienced low precipitation and high temperatures, resulting in varying degrees of drought in agriculture and animal husbandry. Sanjiawan Village, Dazhuang Township, Haidong Citizen and Hui and Tu Autonomous County, Qinghai Province, has over 210 households and a permanent population of over 430. The village has a corn planting area of over 950 acres and a wheat planting area of over 830 acres. The wheat in the village has already been harvested, and the corn has reached its maturity period. This year, there has been less precipitation, which has also affected the harvest, "said Ma Zilong, the secretary of the Party branch of Sanjiawan Village. The reporter saw in Zhenglu Town and Caowotan Town, Jingtai County, Baiyin City, Gansu Province that grain and forage crops such as corn, gray beans, and arrowhead peas have been affected to varying degrees. Local corn has been affected by the drought, with curly leaves and ears about 5 centimeters shorter in length compared to previous years. Li Ping, a villager of Heizuizi Village in Caowotan Town, introduced that it is currently the corn filling period and has not been watered for 40 days. According to previous years, watering can be done every 25 days. This year, due to the impact of drought, the rotation irrigation cycle in the irrigation area has become longer. It is preliminarily estimated that corn production is currently reduced by about 30%. Shi Lemin, Director of the Rural Drinking Water Safety Service Center of Shandan County Water Bureau in Zhangye City, Gansu Province, introduced that currently, some reservoirs in the county have almost zero daily inflow, and some have entered a state of dead capacity operation. As of now, the daily supply of domestic water for urban residents has decreased from 19700 cubic meters to 14000 cubic meters. 2950 urban residents are unable to supply water normally, and there are 7 townships, 40 villages, and 19300 rural residents with tight water supply. Faced with the possibility of sustained drought development, various regions have taken relevant measures to actively organize drought resistance and ensure agricultural irrigation water use. The reporter learned from the Agricultural and Rural Bureau of Jingtai County, Baiyin City, Gansu Province that the local government has standardized the order of water use in accordance with the principle of "living first, production later, water-saving first, and base note later" to maximize the protection of agricultural irrigation water. At the same time, we are promoting the construction of the "Water Basin" project. Currently, there are 22 water reservoirs under construction in Jingtai County, with a total storage capacity of 5.75 million cubic meters. After the project is completed, it can effectively alleviate the supply-demand contradiction during the peak water use period and meet the needs of industrial development. In some villages in Hongsibao District, Wuzhong City, Ningxia, the reporter saw that on the dry to cracked land, patches of corn were less than one person tall, and some had already withered and turned yellow. Yang Yingxue, a villager from Kangzhuang Village, Xinzhuangji Township, Hongsibao District, Wuzhong City, Ningxia, received a notice of irrigation in the afternoon and rushed to the field to check the water volume of the canal. He dug up the ridges in the field and irrigated small areas in rotation, saving time and water. In order to solve the problem of water shortage, Hongsibao District actively collaborates with the Ningxia Water Resources Department and various cities and counties in the Yellow River Diversion Irrigation Area to carry out water rights transactions across counties. Currently, a preliminary agreement has been reached with Pingluo County to trade water use quotas of 20 million cubic meters, ensuring crop production
