This has led to soil erosion, small floods, high water levels, and multiple dangerous situations in some rivers. Among them, the water quality of the Wenyu River, a primary tributary of the Fenhe River, the second largest tributary of the Yellow River, has been greatly affected. In September 2020, the Eighth Procuratorate Department of Shanxi Provincial Procuratorate discovered the above-mentioned issues during its performance of duties. Prosecutors have investigated and learned that although the management agencies of the protected areas have implemented grazing bans by setting warning signs, fences, or wire mesh in areas such as forest edges and important intersections of key plots, the local government has also introduced a system of mountain closures and grazing bans, and established separate cattle farms for human and livestock management, all of which have achieved little success. The environmental resources in the protected area are in a long-term damaged state, and its rectification is a huge systematic project that involves multiple dimensions such as ecological environment and resource allocation, spanning nearly 30 rural areas, directly touching the traditional economic development mode and many livelihood issues in mountainous areas.
