Maintaining the original funding projects and funding standards, taking into account the continuity, stability, and actual situation of the policy, this revision maintains the original four funding projects and funding standards: newly added bed subsidies, nursing subsidies, medical and elderly care integration subsidies, and level evaluation subsidies. Among them, the newly added bed subsidy project includes a subsidy of 15000 yuan per bed for private elderly care institutions that have their own property rights and meet relevant conditions, and a subsidy of 10000 yuan per bed for rental site construction; The nursing subsidy program provides subsidies to elderly care institutions at a monthly rate of 200, 300, or 500 yuan per person based on the level of elderly care needs; The subsidy project for the combination of medical and elderly care, with a one-time subsidy of 200000 yuan for those who have the qualification for designated medical insurance, and 150000 yuan for those who do not have the qualification for designated medical insurance; For rating projects, three-star and above elderly care institutions can enjoy one-time subsidies, including 50000 yuan for three-star, 100000 yuan for four-star, and 200000 yuan for five-star. Simplify and facilitate the process and materials of funding projects. In order to effectively reduce the workload of private elderly care institutions, improve the efficiency and intelligence level of funding application and review work, the "Funding Measures" clearly stipulate that for applications that can be processed through written notification of commitments, internal and inter departmental government inspections, and online verification, the counterpart does not need to provide application materials. At present, the funding project for private elderly care institutions in Guangzhou has been fully networked online through the city's comprehensive platform for elderly care services. Based on real-time updates of information from elderly care institutions, there is no need to provide additional proof of identity for elderly residents. The platform automatically generates a nursing subsidy project work order based on backend information and pushes it to the relevant elderly care institution account. After the elderly care institution completes verification and confirmation, it enters the review process. Optimize and clarify the various contents of the funded project. Firstly, optimize the requirements for the elderly's stay period. In order to further improve the accuracy of the subsidy, and taking into account the actual situation of elderly people staying in elderly care institutions going out for medical treatment, reunions, etc., the "Subsidy Measures" have revised the requirement for elderly people to stay in elderly care institutions for the same month from "the one-time stay period for elderly people shall not be less than 15 days" to "the cumulative stay period for elderly people for the same month shall not be less than 15 days". Elderly people can enjoy nursing subsidies if their cumulative stay period for the same month is not less than 15 days. The second is to clarify the content of the connection between the levels of elderly care needs. According to the latest regulations on the comprehensive assessment and management of the care needs of the elderly in Guangzhou, nursing subsidies of 500 yuan per person per month will be given to elderly care institutions whose care needs are graded 4-5, and 300 yuan per month and 200 yuan per month for elderly care institutions whose care needs are graded 2-3 and 0-1, respectively. The third is to clarify that elderly care institutions comply with relevant regulations on exemption from approval procedures and do not need to provide relevant documents. Elderly care institutions that do not meet the prescribed requirements will not be eligible for various subsidies.
