The National Office for Prevention and Emergency Management will discuss and deploy flood prevention and disaster relief work in key areas

2023-08-07

On August 6, the National Flood Control General Office and the Emergency Management Department continued to organize a special video conference on flood control for scheduling, and jointly discussed with the China Meteorological Administration, the Ministry of Water Resources, and the Ministry of Natural Resources to determine the rain, flood, and disaster conditions, and to study and deploy the flood control and disaster relief work in key areas. The video was connected to the provincial flood control offices in Tianjin, Hebei, Heilongjiang, Jilin, and other provinces to arrange and deploy the flood control and disaster relief work in key areas. The consultation pointed out that at present, the floods of the Daqing River and the Yongding River are passing through Tianjin, and the floods of the Ziya River will also arrive. The pressure of dike patrol and defense in dikes and flood storage and detention areas is high, and the task of rescue, recovery and reconstruction of the affected people in Beijing and Hebei is heavy. Some river sections on the south bank of Songhua River and the right bank of Nenjiang River are beyond warning and protection, and Heilongjiang and Jilin provinces are under great pressure to fight floods. Guangxi and Yunnan are experiencing a new round of rainfall, with accumulated heavy rainfall and high risk of mountain torrential geological disasters. At all levels of prevention and control, it is necessary to establish a firm bottom line and extreme thinking, and resolutely win the tough battle of flood prevention and control. The meeting requires accelerating the speed of personnel search and rescue, continuing to conduct comprehensive investigations and make full efforts to search and rescue, and also ensuring the protection of rescue personnel themselves. Implement various living security measures for centralized resettlement sites and accelerate the restoration and reconstruction work. Continue to strengthen the inspection and defense of embankments in flood discharge and detention reaches, and the Tianjin region should take the highest standards and strictest measures to do a good job in flood prevention. Jilin and Heilongjiang provinces should focus on flood control and flood fighting in the main stream of Songhua River and its tributaries Lalin River, Mayi River, Mudan River River, and scientifically dispatch flood control projects. In the near future, Guangxi, Yunnan, Jiangsu, Shandong, Henan and other regions should focus on the most unfavorable situation and strictly prevent extreme rainfall, and strengthen the inspection and defense of small and medium-sized rivers, reservoirs, tailings ponds, and weak embankments. It is reported that the current National Flood Control Administration maintains a Level 2 emergency response for flood control in Tianjin and Hebei, and a Level 3 emergency response for flood control in Beijing, Jilin, and Heilongjiang. The Emergency Management Department, together with the National Food and Strategic Reserves Administration, allocated a total of 9000 family emergency kits to Tianjin, Jilin and Heilongjiang on the 6th to support the emergency relocation and resettlement of disaster victims.
