The "Measures" shall be implemented from September 1, 2023 and shall be valid for 5 years. In terms of the scope and target of free education, the Measures are divided into preschool Educational stage, compulsory education and high school Educational stage. Among them, special students in the preschool Educational stage should be preschool classes (departments) of various special education schools, special education kindergartens, special education classes in general kindergartens, special education classes, regular classes, or education services in general kindergartens, and disabled kindergarten children with Disability ID cards. Special students in compulsory education and senior high school Educational stage should be disabled students of the right age who study in compulsory education schools in Guangzhou, special education schools in senior high school Educational stage (including Xinsui School), special education classes in compulsory education schools, ordinary senior high schools, secondary vocational schools (including technical schools, the same below), attend regular classes or receive delivery services, and hold Disabled Person Certificates. In terms of free items and standards, the Measures specify that special students who meet the requirements can be exempted from kindergarten care and education fees at the preschool Educational stage. The free subsidy standard is based on the actual amount of care and education fees collected by children attending kindergartens. The highest standard of reduction or exemption shall not exceed the highest standard of full-time public kindergarten care and education fees. In the compulsory Educational stage, tuition fees and textbook fees can be exempted, and the free subsidy standard shall be implemented according to the urban and rural free compulsory education policy of Guangzhou. In the Educational stage of senior high school, tuition and miscellaneous fees can be exempted in ordinary senior high schools. The financial subsidy for schools is 3850 yuan per student per year. For private schools, tuition and miscellaneous fees higher than the subsidy standard can continue to be collected from students; In secondary vocational schools, tuition fees can be waived, and the finance department determines the standard subsidy for schools based on the conversion coefficient of the school type and professional category, with a benchmark quota of 3850 yuan per student per year. For private schools with tuition fees higher than the subsidy standard, the school can continue to charge students. Guangzhou takes multiple measures to care for the growth of special students.
