On the 18th, the Exit Entry Administration of the China issued the "Several Exit Entry Management Service Measures to Actively Support the Construction and Development of the Hengqin Guangdong Macao Deep Cooperation Zone", fully matching the demands of all parties in Guangdong and Macao and the vast number of entry-exit personnel, promoting the construction of an integrated development pattern of Qinhuangdao and Macao from three aspects of facilitating the cross-border flow of personnel and vehicles, serving the development of characteristic industries, and ensuring the people's livelihood, and helping the construction of the Guangdong–Hong Kong–Macao Greater Bay Area. In terms of facilitating the cross-border movement of personnel and vehicles, the "Frequent Traveler" plan will be piloted at the Hengqin Port, providing convenient arrangements for "Frequent Traveler" customs clearance for eligible entry-exit personnel such as business officials and Macao university employees who frequently travel between the two regions; Implement a new model of "cooperative inspection and one-time release" for entry and exit customs clearance vehicles, achieving "one-time queuing, centralized collection, and linkage release" for cross-border vehicles; Further improve the efficiency of customs clearance for entry and exit vehicles, build an intelligent vehicle inspection system, promote the realization of one-time parking for vehicle inspection, information sharing and sharing, and synchronous judgment of results, reduce the number of cross-border vehicle parking inspections and waiting times. In terms of serving the development of characteristic industries, we provide convenience for cross-border exhibition staff, professional exhibitors, and domestic and foreign tourists holding exhibition ticket certificates to participate in the cooperation zone and Macau joint hosting of cross-border exhibitions. We also provide appointment processing, on-demand processing, and fast customs clearance guarantees for the above-mentioned personnel and exhibition transportation vehicles in accordance with the law and regulations, and strongly support the development of the cultural, tourism, exhibition, and commercial industry; Implement a new regulatory approach of "designated docking and nearby joint inspection" for Hong Kong and Macao yachts entering the cooperation zone, adapt to the needs of expanding the opening of water areas, optimize the online application and inspection process, accelerate the improvement of yacht terminal safety infrastructure and border inspection supervision system construction, promote the development of the yacht industry and island tourism resources in the cooperation zone, and support the promotion of tourism industry development. In terms of ensuring the people's livelihood, we will provide customs clearance facilities for passengers who fly to Macao Airport via Hengqin Port, support the acceleration of the construction of passenger and freight vehicle access of Hengqin Port Phase II Project, the special access between Hengqin Campus of the University of Macau and Hengqin Port, support the cooperation zone to study and open a new route of Qinhuangdao Macao water transport, and further facilitate the daily passage of residents in both places; Set up a dedicated student passage for cross-border students in the Hengqin Port Travel Inspection Hall, and conduct on-site inspections for cross-border students who take buses for centralized clearance, as well as disabled and elderly people who have difficulty getting on and off vehicles. Priority will be given to handling entry and exit procedures for relevant critically ill patients, their families, and medical personnel, further facilitating rapid clearance for specific groups; Optimize the cross-border vehicle registration procedures for entering and exiting the cooperation zone, achieve automatic vehicle information registration, and drivers who have completed quick customs clearance for passengers no longer need to go to the site to collect information, saving round-trip processing time and further facilitating the entry and exit of motor vehicles in Macau.
