Since the beginning of this year, many regions have made many attempts to align with high standard international economic and trade rules and expand institutional openness, achieving many results. For example, on June 26, China (Shanghai) International Trade Single Window Green Supply Chain "Carbon footprint" Calculator Conference and Asia Pacific Carbon Neutral Innovation Demonstration Community Establishment Conference were successfully held. Zhu Min, director of the Shanghai Municipal Commission of Commerce and secretary of the Party Leadership Group, said that the release and launch of the "Carbon footprint" calculator further enriched the overall functional system of Shanghai's single window of international trade, helped better connect with international high standard economic and trade rules, and improved the analysis and decision-making ability of enterprises to deal with "carbon peak, carbon neutrality". Xiao Benhua, vice president of the Free Trade Zone Research Institute of Shanghai Lixin University of Accounting and Finance, said in an interview with the Securities Daily that the policy measures taken by various departments around the country to continuously strengthen the protection of intellectual property rights, expand financial openness and other aspects of promoting institutional openness not only provide good conditions for China to move from factor driven to innovation driven, but also provide a transparent and predictable market environment for various business entities. Recently, multiple ministries have also actively spoken out. The State Administration for Market Regulation stated that it will continue to promote the revision and improvement of the basic institutional rules of the market economy and key institutional rules for optimizing the business environment, steadily expand institutional openness, align with international prevailing rules with high standards, and continuously enhance the certainty, stability, transparency, and predictability of institutional rules, laying a more solid institutional foundation for optimizing the business environment. The National Development and Reform Commission said that it would promote the construction of a new system for a higher level of Open economy, and promote institutional opening by linking the pilot free trade zones and free trade ports with high international standards. The Ministry of Commerce stated that China has conducted in-depth and comprehensive research and evaluation on more than 2300 provisions of the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP), and has sorted out the reform measures and laws and regulations that China needs to implement to join the CPTPP. In August last year, the Working Group on China's Accession to the Digital Economy Partnership Agreement (DEPA) was formally established to comprehensively promote the negotiations on China's accession to DEPA. The spokesperson for the Ministry of Commerce, Shu Jueting, previously introduced that the next step is for China to continue consultations with member countries under the working group mechanism on issues such as digital products, data governance, and digital inclusivity. At the local level, multiple publications have been issued to promote docking with high standards and promote institutional openness. For example, on June 21, the Opinions of China (Sichuan) Pilot Free Trade Zone on Docking with High Standards to Promote Institutional Opening was issued, which proposed 23 measures in five major aspects, and made it clear that by 2027, Sichuan Pilot Free Trade Zone will initially establish an institutional innovation system that is linked with international economic and trade rules, and the main indicators of Open economy will be in the forefront of the inland pilot free trade zone, so as to build a high-level institutional opening pilot zone.
