Three Years of Implementation of Hong Kong's National Security Law: Escorting the New Development of "One Country, Two Systems"

On June 30, 2020, the National Security Law of Hong Kong was officially promulgated and implemented, establishing the legal order for maintaining national security in Hong Kong and marking an important milestone in the practice of "one country, two systems". In the three years since the implementation of the National Security Law in Hong Kong, political stability, social stability, and the rule of law have been demonstrated. The economy has rapidly recovered after the epidemic, and citizens' awareness of national security has significantly increased. The governance of the Hong Kong Special Administrative Region has shown a new atmosphere, and the concept of "national security and good home" has deeply rooted in people's hearts, effectively safeguarding the practical development of "one country, two systems" in Hong Kong. National security legislation ensures the prosperity and stability of Hong Kong, which is the "guardian angel" of Hong Kong's prosperity and stability. Since its implementation, Hong Kong has quickly restored the rule of law and order, emerged from political struggles, and has a clean and vibrant social atmosphere. The international community's confidence in Hong Kong's free market, rule of law environment, and judicial system has continued to grow. The political environment has undergone a fundamental transformation. The formulation and implementation of the Hong Kong National Security Law has become a "watershed" for Hong Kong's transition from chaos to governance. Over the past three years, the Hong Kong SAR government has continuously improved the legal system and enforcement mechanisms related to safeguarding national security, providing a stable internal political environment for Hong Kong's development. With the improvement of Elections in Hong Kong's electoral system and the implementation of the principle of "patriot governing Hong Kong", the principle of Elective dictatorship embodied in the Hong Kong Basic Law has been well implemented, and the relationship between administration and legislation has entered the right track. At present, the executive, legislative, and judicial branches of Hong Kong each fulfill their respective duties and responsibilities, jointly committed to improving Hong Kong's governance, safeguarding the rule of law, and maintaining Hong Kong's peace. Social order and vitality have been revitalized. The Hong Kong National Security Law has established a "golden bell" for Hong Kong to maintain national security and social stability, significantly reducing the threat of violence, and the overall public security situation continues to improve. Recently, a survey jointly conducted by the Hong Kong New Territories Youth Federation and Youth Research Hong Kong showed that up to 76.8% of respondents believe that Hong Kong has become safer or very safe after the implementation of the National Security Law. The majority of citizens believe that Hong Kong's social security and rule of law construction have been improved, which proves the positive role of the National Security Law in social stability and prosperity. Over the past three years, the Hong Kong Disciplined Services of the Hong Kong Special Administrative Region (HKSAR) have launched heavy attacks in accordance with the law, disintegrating many "Hong Kong independence" radical organizations, and attacking the strength and foundation of anti China forces that have been cultivated and infiltrated in Hong Kong for a long time. Global capital's confidence in Hong Kong continues to rise. Since the implementation of the Hong Kong National Security Law, Hong Kong's free market status and legal environment have been more solidly protected. Over the past three years, the fundraising volume of new shares in Hong Kong has continued to increase, exceeding HKD 746.6 billion; The total amount of bank deposits exceeds HKD 15.4 trillion, an increase of nearly 9% compared to before the implementation of the Hong Kong National Security Law; The assets involved in asset and wealth management business reached HKD 35.5 trillion, an increase of 21% year-on-year. A survey in April this year showed that over 70% of surveyed companies have confidence in the rule of law in Hong Kong, and over 60% of surveyed companies believe that Hong Kong's national security laws have no negative impact on their operations in Hong Kong. More than half of the surveyed companies plan to continue using Hong Kong as their global or regional headquarters. In the 2022 Annual Report on World Economic freedom, the Canadian Feisha Research Institute once again rated Hong Kong as the freest economy in the world; In the 2022 21st Global (National) City Competitiveness Ranking, Hong Kong's comprehensive competitiveness has returned to the top of the China City Comprehensive Competitiveness Ranking.
