Recently, the Ministry of Agriculture and Rural Affairs and eight other departments jointly issued the "Opinions on Accelerating the Development of Deep Sea Aquaculture" (hereinafter referred to as the "Opinions"). The Opinion adheres to the principles of market leadership, scientific layout, technology leadership, green ecology, and safe development, and closely focuses on the key areas and links of deep and distant sea aquaculture development. It proposes the key tasks of accelerating the development of deep and distant sea aquaculture throughout the entire industry chain. It is China's first guiding opinion on the development of deep and distant sea aquaculture, providing policy basis for regulating and supporting the development of deep and distant sea aquaculture in the current and future period. The Opinions put forward that the spatial layout of aquaculture should be optimized, and the development of deep and offshore aquaculture should meet the requirements of the territorial space planning and the mudflat planning of aquaculture waters. Truss cages, aquaculture platforms, and aquaculture factory ship should in principle be deployed in the sea area where the water depth at low tide level is not less than 20 meters or more than 10 kilometers offshore. Gravity cages should be deployed in the sea area where the water depth is not less than 15 meters. We need to promote the development of the entire industry chain, vigorously promote healthy aquaculture, cultivate regional high-quality characteristic brands, and encourage the creation of national level demonstration zones for deep sea aquaculture and ecological aquaculture. To strengthen ecological and environmental protection, far-reaching aquaculture projects should carry out environmental impact assessments in accordance with the law, and strictly implement relevant measures and requirements for ecological and environmental protection. We need to promote industrial technological innovation, increase support for the research and development of advanced aquaculture technologies and facilities, improve the technical system and regulatory standards, and improve the safety and economy of deep sea aquaculture. The inspection and registration requirements shall be implemented. The aquaculture factory ship shall be registered as aquaculture fishing vessels. The gravity deepwater cages, truss cages and aquaculture platforms shall be registered by the competent departments designated by the local people's governments. We need to strengthen safety production measures, implement the main responsibility of far-reaching marine aquaculture production operators, comply with relevant regulations, and do a good job of risk prevention. We need to improve the regulatory cooperation mechanism, establish a far-reaching cooperation mechanism for marine aquaculture supervision and management led by the agricultural and rural (fishery) departments at the same level, with the participation of all relevant departments, clarify the division of functions, and form a regulatory pattern of joint efforts and management. The Opinion requires all regions and departments to increase policy support, strengthen institutional guarantees such as deep sea aquaculture and sea use, and focus on increasing investment in facilities and equipment construction, revitalization of the aquatic seed industry, major disease prevention and control, research and development of feed and veterinary drugs, and cultivation of the entire industry chain, and provide policy support in credit, insurance, and other aspects. Develop and improve the development plan and implementation plan for deep sea aquaculture in the local area according to local conditions, clarify goals and tasks, work responsibilities, and supervision and implementation mechanisms, and ensure that all measures are implemented and effective.
