From handling a case to governing a vast area of Weining, Guizhou: Four Measures to Promote the Implementation of the Compulsory Reporting System for Infringement of Minors

In recent years, in order to implement the mandatory reporting system for cases of infringement on minors, the Weining County Procuratorate in Guizhou Province has actively performed its duties, carried out detailed judicial protection work for minors, prevented the occurrence of cases of infringement on minors from the source, effectively prevented and cracked down on crimes, and protected the healthy growth of minors. During the handling of the case, the Weining County Procuratorate found that some employees who have close contact with the minors industry do not understand the mandatory reporting system and report in a timely manner. The hospital, in conjunction with departments such as public security, education, health, and market supervision, jointly carried out the "Seedling Protection Action", comprehensively investigated 947 hotels and entertainment venues in the county, trained more than 20000 employees, and promoted the implementation of the mandatory reporting system. The court requires prosecutors to carefully review every juvenile criminal case handled, and if they find that they do not fulfill their reporting responsibilities, they should promptly transfer clues to regulatory authorities and supervise the implementation of rectification in accordance with the law. Since 2022, the hospital has transferred 21 clues to the public security organs, 5 hotel operators have been suspended for one month for rectification, and 21 hotel employees have been subject to administrative penalties. In order to expand reporting channels and improve the quality and efficiency of reports, the hospital has utilized the mandatory reporting module function of the "Defending Minors Alliance" cloud platform. In the process of promoting the rule of law on campus, it has promoted it to practitioners who have close contact with the minors industry, allowing more people to understand the reporting channels and content. Since 2022, the court has received clues on the failure to implement the mandatory reporting system and processed 11 cases involving minors through the "Shouwei Alliance" cloud platform. Under the active promotion of the procuratorial organ, the Weining County Juvenile Protection Committee formulated and issued the Work Plan on Rewards and Punishments for Persons Responsible for Performing the Compulsory Reporting System, requiring relevant departments to implement the mandatory reporting system in accordance with the law, establish an interconnected mechanism for handling cases against minors, and promote the joint efforts of the "six major protections" of family, school, society, network, government, and justice, To achieve the effect of "handling one case and governing one area". Since the implementation of this plan, 8 personnel who actively fulfill their mandatory reporting responsibilities have been rewarded. (New News Agency)
