In recent years, offshore wind power, ocean ranching, and coastal tourism have continuously stimulated the potential for ocean development, becoming the "blue engine" for promoting economic development. June 8th is the 15th "World Ocean Day" and the 16th "National Ocean Promotion Day". This year's event theme is "Protecting the Harmonious Coexistence of Human and Nature in the Marine Ecosystem". China is a maritime power with over 18000 kilometers of mainland coastline, over 11000 coastal islands, and over 3 million square kilometers of jurisdictional waters. Several experts stated in an interview with People's Daily that the vast development space and abundant resource endowment have laid a solid foundation for the development of China's marine economy. Compared to the land economy, it has stronger resilience, greater potential, and greater vitality. China's marine economy is gradually becoming an important component of the national economy and an emerging growth engine. The "2022 China Marine Economic Development Index Report" (hereinafter referred to as the report) released by the National Oceanic Information Center for Continuous Optimization of the Marine Industry Structure shows that the China Marine Economic Development Index in 2021 was 114.1, an increase of 3.6% compared to the previous year, indicating a stable and positive trend in China's marine economy. The report shows that in the past six years, the added value of China's marine manufacturing industry has maintained a proportion of about 30% of the total marine production value, further consolidating the foundation of the real economy. In 2021, the research and experimental development funds of key monitored marine scientific research institutions were twice that of 2015. The number of marine patent authorizations and revenue from scientific and technological achievements conversion increased by 26.3% and 43.4% respectively compared to the previous year, and the pace of industrial transformation and upgrading accelerated. In recent years, the marine clean energy industry represented by offshore wind power has flourished, with rapid expansion of industrial scale and accelerated cultivation of industrial clusters, becoming a new driving force for marine economic growth. It is understood that since 2018, a total of 352 million yuan has been invested in the Guangdong Provincial Marine Economic Development Special Fund to support the innovative development of the offshore wind power industry. Guangdong Provincial Laboratory of Southern Marine Science and Engineering (Zhanjiang) has built the first 50 Kilopower marine thermoelectric power generation system and experimental test platform in China. Huang Guorui, Director of the Marine Planning and Economic Department of the Guangdong Provincial Department of Natural Resources, introduced that as of 2022, the province's offshore wind power has been completed and put into operation with an installed capacity of approximately 7.91 million kilowatts, accounting for 26% of the total installed capacity of offshore wind power in China and ranking second in the country. "The proportion of the Secondary sector of the economy in the marine industrial structure has gradually increased, especially the rapid growth of offshore wind power, offshore oil and gas chemical industry, offshore engineering equipment and other industrial clusters, which has constantly optimized the scale and structure of the manufacturing industry and constantly improved its competitiveness." Xiang Xiaomei, vice president of the Guangdong Academy of Social Sciences, said. Strengthening the development of the marine industry chain is crucial. "Xiang Xiaomei believes that it is possible to accelerate the promotion of industrial clustering and continuously improve and strengthen the industry chain from three aspects: strengthening the chain, supplementing the chain, and integrating the chain, in order to fill the gaps in the industry chain. Promoting the formation of industrial clusters such as offshore wind power, and the development of marine clean energy industry can drive the development of related industries such as marine engineering equipment. Industry experts suggest that the focus of marine economic development should be further on the real economy and strategic emerging industries, in order to continuously enhance the international competitiveness of the marine industry.
