The National Water Network is a comprehensive system based on natural rivers and lakes, with diversion and drainage projects as channels, regulation and storage projects as nodes, and intelligent regulation as means. It integrates functions such as optimized allocation of water resources, flood control and disaster reduction in river basins, and protection of water ecosystems. The interwoven natural river and lake water system network provides natural conditions for the construction of the national water network, and the large-scale water conservancy facilities provide an important foundation for the construction of the national water network. However, at the same time, due to the complexity of China's water problems and the difficulty of water management, compared to the requirements of building a modern high-quality infrastructure system, the water conservancy engineering system still has problems such as weak systematicity, insufficient standards, and the need to improve its intelligence level. The overall pattern of the national water network has not yet been fully formed. In response, the Outline proposes to accelerate the construction of a national water network that is "systematic, safe and reliable, intensive, efficient, green and intelligent, with smooth circulation and orderly regulation". By 2035, the overall pattern of the national water network will be basically formed, the main framework and arteries of the national water network will be gradually built, and the water network of provinces, cities, and counties will be basically improved. A national water security guarantee system that is compatible with the basic realization of socialist modernization will be constructed, The main tasks of building a national water network, including the "outline", weaving a dense national water network, and strengthening the "knot" of the national water network have been clarified. Building water conservancy is beneficial to the country and the people. Currently, on the vast land, the construction of water conservancy projects is underway, and the construction of the national water network is further accelerating. Major water diversion projects such as the second phase of the Yangtze River to Huaihe River and the second phase of the Han River to Wei River are accelerating, and water network projects such as the water diversion from Lhasa in Tibet and the guarantee of water supply sources in Jinmen, Fujian have started construction.
