'Counting East and Counting West': Building Core Competitiveness for Future Development

Computing power is the key infrastructure for the development of the digital economy and the core competitiveness of the digital age. At the 2023 China International Big Data Industry Expo being held in Guiyang, "East Counting and West Counting" has become the focus of attention. The attending experts delved into the profound impact of "East Counting and West Counting" on economic and social development, current challenges, and future development prospects. To provide new driving force for promoting high-quality development, according to reporters, the "East Digital and West Computing" Industry Cooperation Conference - Guiyang Big Data Science and Technology Innovation City and Server Industry Chain Investment Promotion Activity "held at this expo has completed 22 project contracts, attracting multiple data center ecological partners such as Beijing Hexadecimal Technology Co., Ltd. to settle in Guiyang Big Data Science and Technology Innovation City. Among them, the strategic cooperation framework agreement signed between Shenzhen and Guizhou to jointly promote the coordinated development of computing power through the implementation of "East Digital and West Computing" is particularly noteworthy. The organizers of the investment promotion event believe that this cooperation will effectively promote the balance of computing power supply and demand in Guizhou Province and Shenzhen City, the safe and smooth flow of data elements, and create new advantages in the digital economy. In February 2022, the "East to West Calculation" project was fully launched. The development of data centers and related industries in Guizhou is a microcosm of the comprehensive promotion of China's "East to West" strategy. Hu Jianhua, Secretary of the Party Group of Guizhou Province's Big Data Development Management Bureau, introduced that with the comprehensive implementation of the "East Digital and West Computing" project, Guizhou's data resource advantages are gradually transforming into digital industry advantages, and the massive data stored over the years is about to release more economic value. There are 37 key data centers under construction and operation in Guizhou, with a total planned server scale exceeding 4 million units. Hu Angang, Dean of the Institute of National Studies at Tsinghua University, believes that for a long time, the construction of traditional infrastructure such as transportation and energy has played an important role in promoting the economic development of the western region. In the digital age, the new infrastructure represented by "East to West" is expected to continue to narrow the development gap between the East and the West, and achieve a new pattern of mutual benefit and win-win situation between the East and the West. The "Digital China Development Report (2022)" released by the National Internet Information Office has made significant progress but still faces challenges. It is pointed out that the "East Digital West Computing" project has entered a comprehensive construction stage from a systematic layout. In 2022, the construction of eight national computing power hubs entered the deepening implementation stage, with over 60 new data center projects and a new data center scale exceeding 1.3 million standard racks. The proportion of data centers in the western region has steadily increased, promoting the continuous optimization of the national computing power structure. Experts attending the meeting believe that although the "East to West Computing" project has effectively promoted the layout of large data centers in regions with abundant renewable energy and suitable climatic and geological conditions, it has greatly alleviated the problem of imbalanced data computing power supply in the east and west. However, its actual application effect is still influenced by multiple factors such as technology, scheduling, operation, and safety. "We can only invest in parallel computing and collaborative computing of multiple computing centers to catch up with the world's advanced level." Liu Yunjie, academician of the CAE Member, pointed out that compared with the international advanced level, the computing power of a single computing center in China is still insufficient. In the view of Huawei Vice President Ma Haixu, the important challenge faced by "counting from east to west" is how to ensure business experience.
